摘 要：《“十四五”全国档案事业发展规划》提出全面推进档案治理体系建设，具有重要意义。《规划》论述的档案治理体系建设，包括四个基本的内容维度：档案治理组织结构体系建设，档案治理功能目标体系建设，档案治理运行方式体系建设，档案治理制度保障体系建设。

An Analysis of the Connotation of the Construction of Archives Governance System during the Period of the 14th Five-Year Plan

Abstract： The 14th five-year plan for the National Archives Development proposes that its of great significance to comprehensively promote the construction of archives governance system. The construction of archives governance system discussed in the plan includes four basic content dimensions： the construction of archives governance organizational structure system， the construction of archives governance function objective system， the construction of archives governance operation mode system， and construction of guarantee system for archives governance system.

近日，中共中央辦公厅、国务院办公厅印发《“十四五”全国档案事业发展规划》[1]（以下简称《规划》），提出“全面推进档案治理体系和档案资源体系、档案利用体系、档案安全体系建设”。这是在2014年《关于加强和改进新形势下档案工作的意见》提出的“三个体系”（覆盖人民群众的档案资源体系、方便人民群众的档案利用体系、确保档案安全保密的档案安全体系）的基础上新列“档案治理体系”，从而发展为“四个体系”。“四个体系”是对“三个体系”的继承和创新。档案治理体系在“四个体系”中具有首位作用，是推动档案事业高质量发展的基本动力和重要保障。需要指出的是，推进档案治理现代化是由“治理体系”和“治理效能”两部分构成，“治理体系”是“治理效能”的前提和基础，“治理效能”是“治理体系”的目的和结果。因此，实现档案治理现代化，首要任务是建立健全一套完整、合法、有效的“档案治理体系”。

一般认为，治理体系是指规范社会权力运行和维护公共秩序的一系列制度和程序。[2]单纯结合《规划》中“全面推进档案治理体系建设”的内容来看，也大都着眼于“体制”“机制”“法规”“制度”“标准”“规范”等来加强、改进和完善档案治理格局。……
