摘  要：由于我国有关国土资源管理与自然资源管理的规划工作已经迈入新时期的发展阶段，需要根据国家部门的安排进行调整和改变。因此，在自然资源管理部将国土资源管理的工作内容和职责进行统一囊括的大背景下，大量的数据信息及繁冗的管理工作，都迫切地需要自然资源管理部尽快进行信息化的综合建设。当前自然资源局的职能得到了较大的改革，而自然资源局原本所具备的登记评估自然资源确权、权籍调查、统一领导自然资源管理规划等职能的执行，更是需要信息化的现代化机构系统来支持进行。因此，为进一步提高县域自然资源系统建设的信息化，该文给出了建设数据库、提升处理信息技术的相关措施及建议。

A Brief Discussion on the Construction of Comprehensive Information System of County Natural Resources

under the New Situation

Abstract： As the planning of land and resources management and natural resources management in China has entered a new stage of development， it needs to be adjusted and changed according to the arrangement of national departments. Therefore， under the general background that the Department of Natural Resources Management unified the work content and responsibilities of land and resources management， a large amount of data information and redundant management work urgently need the Department of Natural Resources Management to carry out the comprehensive construction of informatization as soon as possible. At present， the functions of Natural Resources Bureau have been greatly reformed. However， the implementation of the original functions of Natural Resources Bureau， such as registration and assessment of natural resources confirmation， title survey， unified leadership of natural resources management and planning， needs to be supported by the modern information system. Therefore， in order to further improve the construction of county natural resources information system， this paper puts forward the relevant measures and suggestions of database construction and information technology upgrading.

过信息化的数据处理，才能被城市建设有效地挖掘和利用。建设县域自然信息综合化的系统，就是要多方面地收集和录入当地的自然资源信息，在信息化的网络平台上提供可分享和下载的、专业性的地理资料内容。这样，社会各界都能通过综合性的自然资源系统共享并交流当地的实时自然资源地理信息，而县域当地的行政管理部门也能够根据其详实和即时的数据，自主选择应当采取何种措施执行有关自然管理和推行生态文明建设的政策。由此，县域的行政管理能力将会得到可观的提升。……
