摘  要：随着新常态的到来，对生态环境监管提出更高的需求与期盼，相关职能部门也应制定相对应的管控措施，强化环境监管质量，保证生态环境的可持续发展。基于此，该文以环境监测质量管理的内容为切入点，从多元性、连续性、可追溯性，阐述环境监测质量管理应具备的属性，指出对我国环境监测管理面临的困境，并提出相对应的解决策略。

Difficulties and solutions of environmental monitoring management in China under the new normal

Abstract： With the arrival of the new normal， higher demands and expectations are put forward for the ecological environment supervision. The relevant functional departments should also formulate corresponding control measures to strengthen the quality of environmental supervision and ensure the sustainable development of the ecological environment. Based on this， this paper takes the content of environmental monitoring quality management as the breakthrough point， expounds the attributes of environmental monitoring quality management from diversity， continuity and traceability， points out the difficulties faced by China's enviromental monitoring management， and puts forward the corresponding solutions.

近年来，国家针对生态环境日益恶化出台一系列的监管措施，以提高国内生态环境的监测指标。该文通过全过程、全方位的数据监测与管理，深度分析出我国目前生态环境所面临的显性问题与各类隐性问题等，进而为后续监测管理工作的开展奠定坚实基础。实际监测管理工作的开展过程中，由于管理体制、质量管控措施以及人力资源供给度不足的问题，在一定程度上制约着我国环境监测质量管理。对此，必须深度分析出环境监测管理中存在的问题，然后制定相对应的解决策略，强化实际管理效用，为我国生态环境构筑长期有效的管理机制。

1  环境监测管理的内容

环境监测管理工作具有一定的复杂性与综合性，其本身所呈现出的管理内容也具有多元化特点，其并不单一地局限在环境监测中，而是通过与相关联的影响因素进行整合实现整体化管理，以此来强化实际管理质量。
