摘  要：该文分析了民机产品研制的特点，以及构建适航符合性证据体系的理论基础，其中“双V”过程分析重点。基于民机系统产品生命周期阶段建立时间轴，该文通过分析“民机产品研制过程”与“型号合格审定/符合性验证过程”中，各阶段下的适航当局和申请人的关键工作内容和项目评审节点之间关系，进而分析审定基础、审定计划和符合性证据形成过程。

Abstract： the paper analyses the characteristics of commercial products development， and it analyses the theoretical basis of constructing airworthiness compliance evidence system， focus on the paper analysis of "Double V" process. Timeline based on the commercial system of product life cycle phase， the paper analysis of "the course of the development of commercial products" and "model to the examination and approval of qualified/compliance verification process" in each stage of the airworthiness authorities and the key work of the applicant， the relation between content and project review node， further analysis of the examination and approval， approval of plans and evidence of conformity formation process.

適航符合性证据的产出，应基于民机产品研制的系统工程“双V过程”。以民机产品研制适航要求（审定基础）为出发点和符合性验证目标，协同达成下述预期：最终产品实现既定功能和性能，满足客户需要和市场需求;最终和中间产品满足设计规范;产品设计过程及最终产品符合适航要求。构建适航符合性证据体系，解决的是面向复杂的民机及系统产品研制过程在所有活动均产生数据的状态下，基于何种原则，规划、执行及管控相关数据间的类别和层次关系，明确输入输出关系，如何面向规章和程序要求规范化定义和处理这些数据，最终形成逻辑严密的证据链。

1  民机产品研制特点

1.1 长周期、高投资

一个商用飞机产品的研制过程，整个时长超过10年，需经历市场分析、需求捕获、详细设计、试制验证、适航取证、交付运营等多个阶段，期间还需要经历项目立项、方案确定、初步设计完成、首架机下线、首飞、取证等多个里程碑，每达到一个里程碑均涉及到几百个专业的大量协同工作，过程非常复杂。……
