【摘要】 本文对GB/T 21661《塑料购物袋》的新旧标准进行对比分析，总结新旧标准差异。通过对比发现，新国标明确了适用范围，并且在要求、实验方法、检验规则等方面表述更为科学，保证了标准内容的先进性和可执行性。

Comparative Analysis of New and Old Standards of GB/T 21661

Abstract： This paper compares and analyzes the new and old standards of GB/T 21661 Plastic shopping bags，and summarizes the differences between the new and old standards. By comparison，the new national standard has been clearly defined，and it has been more scientific in terms of requirements，experimental methods and rules of inspection，which has ensured the advanced and enforceability of the standard content.

塑料袋由于其方便易用，价格低廉，因而在生活中几乎无处不在。但其使用后却对环境带来了长久的危害，除了造成“视觉污染”污染外，由于塑料结构稳定，不易被天然微生物菌降解，将在环境中永久存在并不断累积，会对环境造成极大危害。也正因为如此，国家于2008年6月1日起开始实施“限塑令”，“限塑令”一定程度上推动了“环保塑料袋”产业的发展。随着现代技术的发展，原GB/T 21661-2008《塑料购物袋》已经不能适应塑料袋的生产要求和环保要求。在这种情况下标准GB/T 21661-2020被制订并于2020年12月31日开始实施。对比2008版和2020版可以看出新标准文本的改动是比较大的。现将新旧两标准对比分析如下。

1 明确适用范围

2020版标准明确了该标准只适用于“非降解型塑料袋”，2008版本中对塑料购物袋的可降解性并没有明确规定。2020版标准中也更加明确了标准不适用于淀粉基塑料袋和生物可降解塑料袋。

2 对术语部分进行了删、改、增

因2008版未对塑料购物袋的可降解性进行明确的规定，而2020版标准明确指出该标准只适用于非降解塑料袋和非淀粉基塑料购物袋，因此在术语中不需要再对解塑料购物袋和淀粉基塑料购物袋两个术语进行解释，故删除了此两项。……
