摘 要：作为一个传统的重工业城市和资源枯竭型城市，乌海市早在21世纪之初就开始谋求绿色转型，经过多年的努力，曾经的重工业污染城市成为今天的水上新城、黄河明珠，这其中既有科学理论的正确引导，也有实践工作的具体推动。对于乌海市生态文明建设成就的梳理总结能够让我们对这一地区生态环境发展历程有更加全方位立体化的认识，同时也对其他资源转型城市提供一定的可借鉴之处。

Achievements and Experiences of Ecological Civilization Construction in Wuhai City

Abstract：As a traditional heavy industrial city and a resource-exhausted city， Wuhai City has been seeking green transformation as early as the beginning of the 21st century. Efforts have turned the city that was once polluted by heavy industry into today's new city on the water and the Pearl of the Yellow River. This includes both the correct guidance of scientific theory and the specific promotion of practical work. The summary of the achievements in the construction of ecological civilization in Wuhai City can give us a more comprehensive and three-dimensional understanding of the development process of the ecological environment in this area， and it also provides a certain reference for other resource transformation cities.

烏海长久以来一直饱受环境问题的困扰，由于在经济发展中先天性的“重工偏煤”，致使乌海市在上世纪90年代环境问题及其恶劣，城市整体空气质量差，污水排放不规范，周边荒漠化严重。近年来，乌海市以习近平生态文明思想为指引，持续推动城市全面绿色转型，把生态文明建设作为城市发展的“排头兵”，经过二十多年的不断探索已经彰显了初步成效，逐步形成人与自然和谐共生的现代化建设新格局，主要成就经验可以总结为以下几点。

1 贯彻落实习近平生态文明思想，牢固树立绿色理念

为破困局，思想先行，为了更好的改善环境质量，推动生态建设，乌海市始终坚持中央和自治区的相关政策，以科学理论为指引，以先进观念为突破，实现了生态文明建设的长足进步。

习近平总书记指出内蒙古要走出一条“生态优先，绿色发展”的高质量道路。这为乌海市发展指明了方向，在习近平生态文明思想的指导之下，乌海市深入贯彻落实中央和自治区精神指示，提高思想认识，加强理论指引，绘好“蓝天碧水”优美蓝图。……
