摘  要：1+X证书制度是我国职业教育制度设计的一项重大改革与创新，而“课证融合”是重中之重，决定了1+X证书制度的实施成效。目前1+X证书制度下“课证融合”主要面临培训评价组织参差不齐，“X”证书的含金量有待验证，试点院校“三教”改革还需进一步深入等问题。在后续的工作中，需要在凝聚多方优势资源，提高“X”证书含金量，统筹专业资源，推进“1”和“X”实现有机衔接，深化院校“三教”改革等方面加大力度，推动高职院校高质量课堂建设，提高学生学习效率和培训质量，把1+X证书制度真正落到实处。

Abstract： 1+X certificate system is an important reform and innovation of vocational education system design in our country， and“course certificate integration”is the most important， which determines the implementation effect of 1+X certificate system. At present， the“course certificate integration”under the 1+X certificate system mainly faces the problems of uneven organization of training evaluation， the gold content of“X”certificate needs to be verified， and the“three teaching”reform of pilot colleges needs to be further deepened. In the follow-up work， it is necessary to strengthen efforts in condensing multi-party advantageous resources， improving the gold content of“X”certificate， coordinating professional resources， promoting the organic connection of“1”and“X”， deepening the reform of“three teaching”in colleges， so as to promote the construction of high-quality classroom in higher vocational colleges， improve the learning efficiency and training quality of students， and truly implement the 1+X certificate system.

为了全面贯彻习近平同志在十九大报告中关于“优先发展教育事业”的新部署，落实国务院印发的《国家职业教育改革实施方案》（本文简称职教20条）的新要求，教育部等四部门联合印发《关于在院校实施“学历证书+若干职业技能等级证书”制度试点方案》，这是对以前“双证书”制度的深化和创新，旨在加快学历证书与职业技能等级证书的互通衔接，深化教师、教材、教法“三教”改革，提升职业教育质量和学生就业能力。

1  问题的提出

实施1+X证书制度，将有效推动高职院校开展人才培養模式及课程改革，实现“1”和“X”的有机衔接，而“课证融合”是推进1+X证书制度的重要措施。

1.1  1+X证书制度的内涵

学历证书+若干职业技能等级证书制度，简称1+X证书制度。其中“1”为学历证书，“X”为若干职业技能等级证书。把学历证书与职业技能等级证书结合起来，探索实施1+X证书制度，是职教20条的重要改革部署，也是重大创新。……
