摘  要：随着中国经济的高速发展，交通运输业在碳排放中占据举足轻重的地位，因此，推进交通领域的低碳化、控制温室气体排放已经成为我国国民经济和社会可持续发展的必然要求。京津冀区域作为我国北方重要的经济增长极，实现区域低碳交通建设，推动区域整体低碳化发展进程变得十分重要。文章在研究京津冀区域低碳交通现状及影响因素和区域低碳交通评价指标体系的基础上，进一步分析低碳交通评价管理体系的构建。

Abstract： With the rapid development of China's economy， transportation industry plays an important role in carbon emissions. Therefore， promoting low-carbon transportation and controlling greenhouse gas emissions has become an inevitable requirement for the sustainable development of China's national economy and society. Beijing-Tianjin-Hebei region is an important economic growth pole in northern China. It is very important to realize the regional low-carbon transportation construction and promote the overall low-carbon development process. Base on the study of the current situation and influencing factors of low-carbon transportation in Beijing-Tianjin-Hebei region and the regional low-carbon transportation evaluation index system， this paper further analyzes the construction of low-carbon transportation evaluation management system.

京津冀区域作为环渤海地区十分重要的经济发展区域，具有密集、发达的交通运输网络，涵盖港口、高速公路、铁路、航空、城际轨道等交通方式，同时作为服装、钢铁、高新技术、汽车等产业的重要经济腹地，因此，区域交通系统不仅要满足经济社会发展的需要，而且要满足和促进区域可持续发展需求。京津冀三地交通主管部门的战略价值观不断调整，交通运输系统的功能从经济发展向社会综合化转变。区域交通运输系统的规划建设、运营和管理应符合绿色交通、低碳交通的发展方向，符合交通强国建设要求，有效支撑区域乃至国家生态环境根本好转。考虑低碳环保要素的交通评价管理体系，应符合区域低碳经济、低碳交通的发展要求。

1  区域低碳交通现状及其影响因素
