摘  要：西部港口普遍以运输服务为中心，港口功能基本以货物装卸、运输为主，物流业发展基础薄弱，港口物流枢纽的发展存在很多制约性因素。文章从港口物流枢纽单体规划关键技术、运营组织优化、信息平台建设、安全监管与应急处置、节能减排[1]等方面的关键技术开展研究，其成果不仅对西部港口物流枢纽具有指导和应用价值，对于我国港口实现转型升级和可持续发展也具有重要意义。

Abstract： Western ports generally focus on transportation services， and the port functions are mainly cargo handling and transportation. The development foundation of logistics industry is weak. There are many restrictive factors in the development of port logistics hub. This paper studies the key technologies of port logistics hub unit planning， operation organization optimization， information platform construction， safety supervision and emergency disposal， energy saving and emission reduction key technologies. The results not only have guidance and application value for western port logistics hub， but also have important significance for the transformation and upgrading and sustainable development of China's ports.

我国西部地区港口功能基本以货物装卸、运输为主，物流业发展基础薄弱，港口物流枢纽的发展要素还不够完善和成熟，总体处于起步阶段。就全国港口而言，现行港口规划方法，港口后方物流节点、集疏运体系、大区域范围的支持保障体系缺乏统筹，港口物流发展的系统性不强;运营组织信息流和业务流一体化运作还没有真正实现，港口物流信息系统没有形成统一标准;综合物流成本较高，产业结构性矛盾突出，物流经济效益较低;安全管理体系不健全，尚未建立完善安全监管与应急处置信息系统;绿色港口目标体系尚未建立，节能、减排与环保技术及装备的应用有限。基于此，本文就西部港口物流樞纽建设和运营技术进行研究。
