摘要 面对当前烟草行业发展新形势，通过梳理桃源县烟叶产业发展的优势及制约因素，提出了推动桃源县烟叶产业高质量发展的主要路径：统筹任务总量分配，发展适度规模农户;注重职业烟农培育，加强对烟农的轮训;加强从烟队伍建设，开展机械课题攻关;狠抓各项技术落地，确保促农增收成效;提升专业服务能力，力争辅业多元创收。

Countermeasures for High-quality Development of Tobacco Industry in Taoyuan County

Abstract Facing the new development situation of the current tobacco industry， by combing the advantages and constraints of the development of the tobacco industry in Taoyuan County， the main path to promote the high-quality development of the tobacco industry in Taoyuan County is proposed： Coordinate the total allocation of tasks and develop farmers with a moderate scale;pay attention to the cultivation of professional tobacco farmers and strengthen the rotation training of tobacco farmers;strengthen the construction of smokers and carry out research on mechanical issues;pay close attention to the implementation of various technologies to ensure the effectiveness of promoting agricultural income;enhance professional service capabilities and strive to generate diversified income from auxiliary businesses.

当前烟草产业已进入快速发展轨道，但生产经营环境发生着巨大的变化，卷烟结构提升压力，烟叶结构性矛盾需求等问题日益凸显，推进产业高质量发展成为必由之路。国家烟草专卖局局长张建民指出，烟草行业高质量发展是体现新发展理念的发展，是更有效率、更加公平、更可持续的发展[1]。因此以烟叶供给侧结构性改革为主线，以市场需求为导向，统筹把握好机遇与挑战、稳与控、供与需、规范与效率、质量与特色，将是实现烟叶产业高质量发展的目标[2]。对于桃源县而言，烟叶产业已成为农民增收、财政增税、地方发展及农村产业结构调整的重要产业，尤其在常德市委、市政府大力实施“开放强市、产业立市”战略下，将烟草作为四大千亿产业的重要组成部分[3]，烟叶产业的稳定发展与提质增效对服务产业转型升级、脱贫攻坚大局和地方经济发展的重要性愈发显著。……
