摘  要：西安国际物流枢纽建设是加快国际货物在我国中西部集散、周转、交换，承担着地尽其利，货尽其通的重要使命，是助力“三个经济”发展，提升城市竞争力的重要支撑。文章从西安市的经济环境、政策环境、区位交通环境和物流主体发展环境对西安市发展国际物流枢纽基础环境进行了分析，并运用SWOT分析了西安国际物流枢纽发展面临的优势、劣势和外部的机会和威胁，最后提出西安市发展国际物流枢纽的有效路径。

Abstract： Xi'an international logistics hub construction is to accelerate the distribution， turnover and exchange of international goods in China's central and western regions. It bears the important mission of making full use of the benefits and goods available. It is also an important support for the development of the“three economies”and the enhancement of urban competitiveness. From Xi'an economic environment， policy environment， location traffic environment and developing logistics subject development environment of xi'an international logistics hub based environment is analyzed， and the SWOT analysis of Xi'an international logistics hub development strengths， weaknesses and external opportunities and threats， and finally pointed out that the development of Xi'an international logistics hub for the effective path.

2019年西安陸港型物流枢纽入选国家物流枢纽建设名单，是国家发展现代物流业的重要战略部署，也是对西安区位优势和现代物流业发展的肯定。西安市拥有先天的国家地理“中心”位置优势，是丝绸之路经济带物资流通重要塞道，是国家物流一级节点城市，自古以来就是国际物资集散地。西安市作为国家中心城市，肩负着带动关中平原城市群及周边地区发展使命，是发展全国物流业与制造业两业联动示范基地。现代物流业在国民经济中的支柱地位越来越重要，是推动区域经济发展的重要“增长极”。随着丝绸之路经济带的战略推进，西安市经济的快速增长，投融资环境不断成熟和壮大，基础设施建设的不断完善，西安市发展国际物流枢纽市场潜力巨大。

1  西安物流枢纽建设与发展条件分析

1.1  经济环境。西安市近10年经济发展态势较好，地区生产总值大步提升（如表1所示），全年地区生产总值（GDP）从2010年的3 242.86亿元增加到2019年的9 321.19亿元，平均年增长7.0%左右。……
