摘  要：近年来国内突发事件频发，相关应急部门，特别是应急物流部门缺少可靠信息系统支撑;在信息混乱的情况下，要完成应急物流任务，经常使其精疲力竭、不堪重负。随着应急物流信息系统设计任务越来越复杂，能够支持跨越区域、跨部门、跨领域、跨体制协作的设计环境显得越来越重要。因此，文章探讨应急物流信息系统构建原则及思路，并在此基础上分析了应急物流信息系统结构与流程设计，最后提出应急物流信息系统运行机制及对策。

Abstract： Relevant emergency departments， especially emergency logistics departments are lack of reliable information system support when domestic emergencies occur frequently. Emergency logistics departments have to complete emergency logistics tasks in the case of information chaos， which made they often exhausted and overwhelmed. As the design tasks of information systems of emergency logistics become more and more complex， a design environment that can support cross-regional， cross-department， cross-domain， and cross-system collaboration becomes more and more important. Therefore， this paper discussed the construction principles and ideas of information system of emergency logistics， analyzed the structure and process design of information system of emergency logistics， and finally put forward the operation mechanism and countermeasures of information system of emergency logistics.

1  應急物流信息系统构建原则及思路

应急物流信息系统（Information System of Emergency Logistics， ISEL）作为突发事件背景下应急信息系统的重要子系统，其性能直接关系到应急救援任务完成质量。因此，应急物流信息系统的构建须遵循一定的原则，其整体构建思路也需具备科学性与前瞻性。

1.1  应急物流信息系统构建原则。应急物流不同于一般物流，其突发性、需求随机性、峰值性、弱经济性等特点，需具有更高的时效性。为了避免出现应急资源、应急信息等孤岛现象影响应急物流的时效性，需要构建应急物流信息系统[1-3]。应急物流是一个开放式的系统，由应急物流相关元素、应急物流各环节、应急物流各实体与应急物流信息组成的有机整体。其信息系统的构建，需遵循以下原则方能确保其性能稳定、安全与可靠。应急物流弱经济性并非其本意，并不代表应急物流不计成本的运作;应急物流信息系统的构建，就是为了提高信息传导效率、减少信息不畅而造成应急物流时间成本与运作成本方面的损失。……
