[摘 要] “双循环”发展新格局的提出，为中国出版业应对“逆全球化”趋势和克服疫情影响提供指引。在“十四五”开端，中国出版业应秉承内激活、外引领的思路，以深化供给侧结构为主线，利用和把握“两个市场”，在坚守内容本位和价值观导向的同时，以数字智能出版技术为引领，在市场拓展、企业平台化转型、产品体系优化、服务观念转变等多方面进行突围，持续释放国内知识消费市场潜力的同时构建出版“走出去”良性生态，推动中国出版业在“十四五”期间实现高质量发展。

[Abstract] The proposal of a new pattern of“dual circulation”development provides guidance for the Chinese publishing industry to cope with the“reverse globalization”trend and overcome the impact of the epidemic. At the beginning of the“14th Five-Year Plan”， the Chinese publishing industry should adhere to the idea of internal activation and external guidance， with the deepening of the supply-side structure as the main line， the use and grasp of the“two markets”， while adhering to the content standard and value orientation， with digital leading by intelligent publishing technology， we will break through in market expansion， enterprise platform transformation， product system optimization， service concept change， etc.， continue to release the potential of the domestic knowledge consumption market， and build a benign publishing“going global”ecology， and promote Chinese publishing industry achieved high-quality development during the“14th Five-Year Plan”period.

“逆全球化”趋势的持续蔓延、新冠肺炎疫情的突发对我国出版业在短时期内造成了较大冲击，编辑、印刷、销售等各个环节均受到不同程度的影响，出版“走出去”等对外战略的步伐也随之放缓。出版业涉及知识经济、信息经济等多个领域，是我国“新经济”的重要构成产业，也是与意识形态紧密相关的工作，出版业高水平发展事关人类文明、文化赓续和国家大局[1]。如何在“后疫情”时期实现恢复并突围，是迫切需要解决的重要问题。2020年5月23日，习近平总书记在看望参加全国政协十三届三次会议的经济界委员并参加联组会时指出“面向未来，我们要把满足国内需求作为发展的出发点和落脚点，逐步形成以国内大循环为主体、国内国际双循环相互促进的新发展格局”[2] 。2020年7月21日，习……
