摘  要：随着经济的发展，社会及企业对高校毕业学生的专业知识水平的要求越来越高。学校针对教学质量的监控及保障体系建设成为了未来发展过程中的重点方向。只有建立起完善的教学质量监控及保障体系，才能够更好地提升学校的教学质量，培养出更多适合未来社会实际需要的人才。本文首先对OBE理念及教学质量监控及保障体系建设进行了相关概念的阐述，并分析了基于OBE理念建设的保障体系对于学校、学生以及对社会发展的重要意义，并且提出了有针对性地提升教学质量监控及保障体系建设的策略，希望能对未来高校教学体系的建设与发展提供借鉴。

Abstract： With the development of social economy， society and enterprises have higher and higher requirements for the professional knowledge level of college graduates. The construction of the school's monitoring and guarantee system for teaching quality has become a key direction in the future development process. Only by establishing a complete teaching quality monitoring and guarantee system can the teaching quality of schools be better improved and more talents suitable for the actual needs of the future society can be cultivated. This article first explains the concept of OBE and the construction of teaching quality monitoring and guarantee system， and analyzes the importance of the guarantee system based on the OBE concept to schools， students and social development， and proposes targeted improvements. The strategy of teaching quality monitoring and guarantee system construction is hoped to provide reference for the construction and development of university teaching system in the future.

教学质量保障体系是教学系统保障教学质量不断提升，保障学生学习质量不断提高的重要环节之一。一个完善、全面、动态、系统的教学保障体系，不仅有利于提升学校整体的教学质量，改善教学方法，也有利于在未来学生质量、生源规模、教学结构、教师发展和教学保障等方面做到协调发展，从而真正促进学校教学质量的整体提高。随着我国社会发展，对于部分高校专业的专业质量和专业发展提出更高的要求，我国的教育系统也逐渐尝试构建符合未来人才培养发展和社会需要的质量保障体系。自20世纪90年代起，建立起针对部分工程类专业的专业认证试点和系统教育方案，其保障体系的可行性在近20年的国家发展与建设过程中已经展现出了其巨大的创新能力和生命力，為我国培养出大量的优秀工程类人才，为我国的基础建设及相关行业提供了大量的新鲜血液，促进了国家的整体发展。……
