摘  要：安全信息化系统的应用不仅有效提高了工作的效率和质量，并且还推动着客户管理以及市场营销等工作的发展，具有重要作用。因为烟草产品会对消费者健康产生一定的影响，具有特殊性，这也表示烟草企业的经营方式和其他企业存在明显差异。随着市场经济的不断发展，通过安全信息化系统提高企业的工作效率，改善经营方式十分重要，烟草行业需要加强对其的重视。本文基于当下烟草企业安全信息化系统存在的问题，提出提高安全管理水平的有效措施。

Abstract： The application of safety information system not only effectively improves the efficiency and quality of work， but also promotes the development of customer management and marketing. Because tobacco products will have a certain impact on the health of consumers， with particularity， which also means that there are obvious differences between the management mode of tobacco enterprises and other enterprises. With the continuous development of the market economy， it is very important to improve the work efficiency and management mode of enterprises through the safety information system， and the tobacco industry needs to pay more attention to it. Based on the current problems of tobacco enterprise safety information system， this paper puts forward effective measures to improve the level of safety management.

現如今信息技术发展迅速，我们正身处大信息时代，信息化也成为衡量企业发展情况以及国家现代化水平的重要指标。在经济全球化以及信息技术飞速发展的大背景下，烟草企业面临着巨大的机遇和挑战，其宏观调控能力对于其竞争能力有决定性作用。烟草企业需要通过信息化技术促进现代化发展，广泛引进先进的信息技术，将其应用于烟草行业的生产、流通及管理等多个方面，突破传统经营模式，促进产业及产品结构的调整，优化管理体系，满足消费者需求，提高市场竞争优势。因此，将安全信息化系统应用于烟草企业工作中十分重要。

1  安全信息化系统建设目标及基本框架

安全信息化系统的建设目标是建立安全标准化体系，建立持久的落地执行机制，有效融合企业现有的职业健康与安全管理体系和安全生产标准体系，合并为全新的安全信息化管理系统，也就是以风险和目标为基础的信息化安全环境管理系统[1]。……
