摘  要：基础研究是原始性创新的源头，是建设科技强国的基石，提高国家的原始创新水平，必须从战略上加强对基础研究的重视。文章对中国与其他创新型国家在以下几个维度进行了比较研究：比较中国与其他创新型国家的基础研究投入强度差距;通过经费结构特征的比较，找出中国在基础研究经费的配置倾向、资金来源、各主体投入强度等结构特征方面存在的差距，进一步分析我国基础研究经费配置结构方面存在的深层次问题;通过比较中国与其他创新型国家在基础研究政策效力、资助部门特征、资助模式、项目监督机制等维度的政策差异，探究我国基础研究经费投入强度低及配置结构问题的原因，并提出促进我国政府支持原始性创新的对策建议。

Comparation of Basic Research Funding and Policy

between China and other innovation-driven Countries

Abstract：Basic research is the source of original innovation and the cornerstone of building a strong country. To improve a country's original innovation level，it is necessary to strengthen basic research. This paper compares the status quo of basic research investment intensity between China and other innovation-driven countries。From the dimensions of the basic research funding structure，such as the allocation tendency ，funding sources，and the input intensity of each subject，analyze the deep-seated problems in the allocation structure of basic research funding in China;compare policy differences between China and innovative countries，in terms of the effectiveness of basic research policies，the characteristics of funding agencies，funding models，and project supervision mechanisms，and try to explore the reasons for the problem of the allocation structure，it proposes countermeasures and suggestions to promote the Chinese government to support original innovation.

基礎研究是原始性创新的源头，是建设科技强国的基石。世界各国，特别是发达国家，都非常重视对基础研究的战略部署。2014年，欧盟启动“地平线2020计划”，将基础研究确定为优先发展的战略项目。2015年，白宫发布《美国国家创新战略》，强调美国要巩固和扩大其在全球基础研究领域的领导地位。2018年，日本推出了“‘登月型研究开发计划”，该计划是为了使日本进一步提升基础研究能力。在全球贸易保护主义和民粹主意抬头的当下，我国才从战略上加强了对基础研究的重视。2018年，国务院印发《关于全面加强基础科学研究的若干意见》;2020年，科学技术部（简称“科技部”）联合其他部门印发了《加强“从0到1”基础研究工作方案》和《新形势下加强基础研究若干重点举措》。……
