摘  要：文章在分析广西高技术产业发展现状基础上，构建高技术产业科技创新能力评价指标体系，运用熵值法，基于2015—2019年面板数据对广西高技术产业的创新能力进行实证研究。研究表明：广西高技术产业创新能力在西部五省中处于较低水平;广西高技术创新产出实力略低于创新投入实力，创新技术吸收实力仍相对较弱;广西高技术四大行业创新能力存在差异，即电子及通信设备制造产业科技创新投入和产出效果最好，医药制造业和电子通信及装备制造业创新投入高，创新产出评分偏低，医疗仪器设备及仪器仪表制造产业和计算机及办公设备制造产业创新吸收能力很弱。基于以上结论，文章从加大创新资源投入、推动创新平台建设、加强人才队伍建设等方面提出了对策建议。

Research on Evaluation of Scientific and Technological Innovation Ability of Guangxi High-tech Industry

Abstract：Based on the analysis of the development status of high-tech industry in Guangxi，this paper constructs the evaluation index system of scientific and technological innovation ability of high-tech industry，and uses entropy method and panel data from 2015 to 2019 to empirically study the innovation ability of high-tech industry in Guangxi.The research shows that：Guangxis innovation capability of high-tech industry is at a low level in the five western provinces;The output strength of high technological innovation in Guangxi is slightly lower than that of innovation input，and the absorption strength of innovation technology is still relatively weak;There are differences in the innovation ability of the four major high-tech industries in Guangxi，the input and output of scientific and technological innovation in the electronic and communication equipment manufacturing industry are the best，pharmaceutical manufacturing and electronic communication and equipment manufacturing have high innovation input and low innovation output score，medical equipment and instrument manufacturing industry and computer and office equipment manufacturing industry innovation absorptive capacity is weak.Based on the above conclusions，this paper puts forward countermeasures and suggestions from increasing investment in innovation resources，promoting the construction of innovation platform and strengthening the construction of talent team.

一、引言

高技術产业是国民经济行业中对研究与开发（Research and Development，简称“R&D”）投入强度相对较高的制造业行业，包括医药制造业等六大行业。在知识经济时代，高技术产业科技创新能力对实现区域经济高质量发展有重要的影响。党的十九大提出，要加快建设创新型国家，加快建设现代化经济体系。科技创新无疑是各地区推进经济发展和产业转型的重要助推力，这对各地区形成产业竞争优势具有重要意义。在众多产业中，高技术产业作为地方经济增长的助推器，相比于其他传统产业，在提高生产率、调整产业结构以及实现经济可持续发展方面更具优势。……
