摘  要：烟草产业作为国民经济增长的关键推动力量，对经济发展的“正能量”不容忽视，在我国安全管理条例中对企业安全生产有明确的规定，要求企业必须开展创建安全生产标准化达标工作，烟草企业也不例外，其自身所具有的特性更应该遵守安全生产规章制度，运作流程不能脱离安全生产框架，若生产非规范化就会存在潜在的安全隐患，广大职工的根本利益也会受到严重影响。该文主要阐述标准化管理对烟草安全生产带来的益处，进一步论述企业标准化安全生产的措施。

On the Standardization Construction of Safety Production in Tobacco Enterprises

Abstract： As the key driving force of national economic growth， the tobacco industry can not be ignored for the "positive energy" of economic development. In China's safety management regulations， there are clear provisions for enterprise safety production， which require enterprises to carry out the work of establishing safety production standardization standards， and tobacco enterprises are no exception. Their own characteristics should abide by the safety production rules and regulations. If the production is not standardized， there will be potential safety hazards and the fundamental interests of workers will be seriously affected. This paper mainly expounds the benefits of standardized management on tobacco safety production and further discusses the measures of enterprise standardized safety production.

近年来，我国各行业纷纷响应国家的号召，加快了安全生产标准化建设的步伐，根据安全生产管理的有关要求，在经济活动的全生命周期内时刻遵循法律法规，在运营管理的全环节切实贯彻实施安全生产法规和相关标准。

1  在烟草行业推行安全标准化建设的现实意义

安全标准化规范、职业健康安全管理等相关规章制度的落实实施，为企业提供规范依据、操作层面的技术支撑，有效确保安全基础管理处于受控状态，这是烟草行业推行实施安全标准化的目的。风险预防机制的建立，不仅实现风险等级管理，规范了生产作业行为，也将企业员工辨识危险源的能力有效提高，使排查治理风险隐患的能力也得到提高，促进安全操作规程切实落实到生产作业的方方面面，使生产作业符合国家相关标准要求，安全生产在企业运行中不断加强，运行状态持续改进，逐步使安全标准化创建工作趋于完善。……
