摘  要：目的  了解城市醫共体中基层医疗单位应对突发公共卫生事件的人力资源现状，分析发现薄弱环节，并对此提出建议。方法  采用系统抽样法，即在某市医共体中的7个基层医疗单位中采取随机数字法随机抽取4个基层医疗单位，并对后者采取整群抽样，通过发放问卷调查的方式进行调查研究。结果  在405位调查对象中，20～30岁人群占36.8%，大专及本科学历共占91.8%，初级职称占61.2%，工作时间<5年占29.8%。logistic回归分析结果显示，从事与应急相关专业与参加突发公共卫生事件培训、模拟演习的次数是医务人员基本知识掌握好坏的影响因素，其OR值分别为0.472（0.245～0.908）和1.221（1.007～1.458）。结论  某市医共体中基层医疗单位应对突发公共卫生事件的水平整体较好，但仍存在薄弱环节，该市应进一步加大基层医疗单位应对突发公共卫生事件的人才培养力度，建设一支人才专业分布合理的队伍，从而进一步提高基层医疗单位应对突发公共卫生事件的能力。

Investigation and Analysis of Human Resources in County Medical Community in Coping with Public Health Emergencies

Abstract： Objective To investigate and analyze the current status of human resources in primary care units in County Medical Community in coping with public health emergencies， and identify the weaknesses， then make proposal thereon. Method Adopt systematic sampling method. Precisely， randomly selecting 4 primary care units out of 7 in the Medical Community， and taking a whole cluster sampling to them. Research was conducted by distributing questionnaires. Results Among the 405 respondents， 36.8% were aged 20 to 30. People with a college degree or undergraduate degree accounted for 91.8% of the respondents， and a junior title for 61.2%. 29.8% of them who work for less than 5 years of work time. The logistic regression analysis shows the OR is 0.472 （0.245～0.908） and 1.221 （1.007～1.458）， indicated that engaged in emergency-related professions and participated in training simulation exercises for public health emergencies are influential factors in the basic knowledge of medical staff. Conclusion In the Medical Community， the personnel of primary medical units have a corking competence to cope with public health emergencies， but still have weaknesses. In order to improve the capacity of primary care units in coping with public health emergencies， the government should take measures to strengthen the ability training of basic medical units' personnel and build a team with reasonable distribution of professionals.

《关于加强新型冠状病毒感染的肺炎疫情社区防控工作的通知》[1]着重强调了基层医疗单位作为联防联控工作的终端所肩负的责任。根据国务院办公厅印发《关于推进医疗联合体建设和发展的指导意见》，目前浙江省医共体建设发展逐步完善，医共体中基层医疗单位作为居民健康的第一守门人，应对突发公共卫生事件的能力高低直接影响突发公共卫生事件防控工作的成败。该研究旨在通过问卷调查了解某市医共体在建设初期时基层医疗单位应对突发公共卫生事件的人力资源现状，分析存在的问题并提出应对措施和建设性意见，探讨借助医共体这一卫生服务整合平台，如何有效地提高医共体中基层医疗单位应对突发公共卫生事件的能力。
