Study on Competence Characteristics of Local County-level Party and Government Leaders in China

Abstract: Local county-level party and government leaders in China are leaders of party committees and governments at the county (city,district and banner) level,among which there is a relatively strict and clear division of responsibilities and power allocation among county party secretaries,county governors and party and government deputies.The article constructs a model of competency characteristics of local county-level party and government leaders with political criteria as the core,including 30 core elements in six dimensions,such as political quality,ability,style,character,motivation and knowledge,etc.The core competency characteristics elements of three categories of cadres,namely,county party secretary,county mayor and party deputy,vary according to the differences in job responsibilities and power configuration.

Building an Innovation System to Expand New Consumption Demand in China during the 14th Five-Year Plan Period

Abstract: Boosted by the new round of technological revolution,new consumption, represented by the sharing economy and online shopping,has flourished,becoming an important engine to enable high-quality economic development and smooth the domestic and international circulation.However,due to factors such as low consumption capacity,insufficient supply of quality products and lagging regulation,China is still facing many bottlenecks in the process of expanding new consumption demand.In view of this,the article argues that in the 14th Five-Year Plan period,China should focus on boosting residents' consumption capacity,cultivating new consumption patterns and optimizing the new consumption environment,exploring the construction of an innovative system for expanding new consumption demand,continuously promoting the quality and expansion of new consumption,and fully releasing consumption potential.

Digital Transformation of Global Value Chains and China's Strategic Choice

Abstract:Driven by the new round of technological revolution,global value chains have entered into a phase of digital transformation,undergoing huge changes in spatial layout,production and management.With the digital transformation of global value chains,the advantages and monopoly position of developed countries as the source of technology continue to strengthen,and the risk of developing countries falling into the "functional division of labour trap" further increases.As one of the developing countries,China is facing challenges such as increasing difficulty in technological catching-up,intensifying horizontal and vertical competition in the value chain,and prominent issues in safe management of new factors of production.In this regard,the article argues that the top-level design should be improved to accelerate the construction of a new development pattern;the transformation and upgrading of the industrial chain should be promoted to form new competitive advantages;the foundation of the data protection system should be consolidated to create a new data security ecology;and multiple parties should coordinate to develop a new path for talent training.

The Path for Digital Finance to Help Drive the development of Dual Circulation Economy

Abstract:Digital finance can deepen the path of dual circulation economic development,accelerate the cultivation of new growth points for high-quality development.However,digital finance is still facing challenges such as insufficient top-level design, low digitization of rural finance, difficulties in traditional finance transformation.Based on the power mechanism of stability maintenance,optimization and connection of digital finance,the article creates a theoretical model for digital finance to boost the development of dual circulation economy by expanding consumption sink long tail market,promoting the digital innovation of industry and deepening the intelligent reform of three dimensional services.It raises the path for digital finance to assistant dual circulation economic development in terms of strengthening the supply-side structural reform and demand-side management of dual circulation economy,forging a new engine of digital economy and improving the reform of distribution system.

A Study on the Principles of Diplomatic Narrative and the Generation of Discourse Power in "Telling China's Stories"

Abstract:At present,the competition among countries around the world to enhance their international influence has become increasingly fierce,and "storytelling" has become an important way for countries to spread their culture,enhance their "soft power" and improve their international discourse.The article argues that diplomatic narrative is a unique model and an important element in the construction of national diplomatic discourse system,and is of great importance to "telling a good Chinese story".The article attempts to build a theoretical framework of diplomatic narrative in China based on the principles of narrative science and the relevant research results of diplomacy and communication theory.The article argues that in diplomatic narratives,the explicit narrative of "storytelling" and the implicit narrative of "giving policy legitimacy and fighting for discourse power" support each other and interact with each other,forming a narrative that triggers the resonance and psychological recognition of the audience.This is important for breaking the hegemony of Western discourse and manipulation of public opinion,building a diplomatic narrative system with Chinese characteristics,and promoting the diplomatic image of a responsible great power.

Legal Benefit Clarification of the Theft of Online Virtual Property

Abstract:Network virtual property has been recognized by the Civil Code as an emerging right,and the Criminal Law should also partially recognize virtual property as a legal interest to be protected by the crime of theft.Virtual property is not only the property legal benefit of the crime of theft,but also the public order legal benefit of the crime of illegal access to computer information system data,the two belong to the cross-competing relationship,and the specific crime should be determined according to the legal benefit properties of the data;the calculation of the amount of specific legal benefit,users and victims should mainly adopt the market price method,and in the case of victims of network service providers should mainly adopt the illegal income method;in addition,the theft of network virtual property.In addition,we should adopt the law of illegal income in the case of network service provider victims.The judgment of attempted theft of network virtual property should be stratified secondary judgment at the normative level with the "completion of transfer of possession","control","out of control" or "out of account".The "control","out of control" or "out of account","withdrawing" are all fact-based explanations,lacking in normativity.

The Impact of Artificial Intelligence on Family Law:Applications,Challenges and Responses

Abstract:The rapid development of artificial intelligence has profoundly changed the production and life style of human beings.At present,the specific application of artificial intelligence in the field of family law mainly includes the exploration of online family dispute resolution,divorce property division,child support calculation,marital property agreement,prevention and reduction of child abuse and domestic violence,and human-robot marriage.While artificial intelligence has made it easier to handle family law matters,it has also created significant challenges for family law.The algorithmic black box and algorithmic partiality,the limited nature of AI reference data and the invasion of personal privacy of the parties involved,the hidden dangers of over-reliance on AI to resolve family disputes,and the need for the law to respond to human-robot marriages,the above challenges challenge the legal order and ethical standards of family law.Based on this,family law should,on the one hand,seize the opportunity to promote the reasonable and efficient use of AI;on the other hand,distinguish the priorities and adhere to the core values and goals of family law in the use of AI.

The Cultural Memory Dimension of Red Gene Transmission

Abstract: Cultural memory is an external dimension of human memory,which is important for the transmission of red genes because it takes objective cultural structures as its carrier,the distant past as its time horizon,and identity as its constructive attribution.The red gene inheritance from the perspective of cultural memory has encountered the challenges of separating the subject and the object under the change of network media technology,and the challenges of speaking about the historical significance of the red under the dissipation of historical nihilism.In the face of these challenges,to realize the transmission of red genes from generation to generation,we must echo the three-dimensional cultural memory strategy of "subject-carrier-mediator" and finally construct a red cultural "cohesive structure" system to achieve the goal of good red gene transmission.

Abstract:"Lying flat culture" is a new form of subculture and an irrational choice to cope with the "involutional" society,which is a metaphor for the realistic dilemma and problematic symptoms of youth,reflecting the mental anxiety and inability of contemporary youth under the pressure of involutional society.The article argues that young people in the new era bear the burden of national rejuvenation and national prosperity,so they must rationally examine the social phenomenon and cultural roots of "lying flat culture".It also requires authority to strengthen the regulation of new online media to create a clean and upright online culture,establish firm ideals and beliefs to strengthen the backbone of youth and carry forward the revolutionary spirit.

Conceptual Origin and Construction Path of Aging Population's Participation in Mutual Help Aged Care Services

Abstract:Mutual aid elderly care services require the extensive participation of the elderly group.Incentives for the elderly to participate need to start from both objective facts such as economic status,health level and daily life situation,and equally need to understand and explore the important role of positive perceptions or beliefs that influence the choice of elderly subjects to participate in mutual help elderly care behaviour.By tracing the origins of the concept of mutual help among the elderly in China,it is found that the idea of filial piety,the love of friendship and brotherhood and the pursuit of morality are still the causal concepts for the group's choice of mutual help behaviour;"serving the people" and the spirit of Lei Feng are the basic words for the interpretation of the spirit of mutual help by the elderly group;the "Harmony" and "Friendliness" in the contemporary core socialist values are the realistic inspiration of the spirit of the times for participation in mutual help in old age.By actively abandoning the conceptual base of mutual help in old age and relying on moral practices at the government,community and individual levels to promote the construction of the spirit of mutual help in old age.Thus a consensus is formed for the whole aging group on the concept of mutual help and reciprocity,to realize the mutual help aged care led by favorable values.
