摘 要：在农业科研院所的科研工作中，科研激励发挥着重要的作用。目前，国内农业科研院所缺乏有效的激励机制，阻碍了农业科研的创新与发展，因此改革农业科研院所激励机制是一项迫切且关键的任务。该文结合科研人员与科研单位的激励需求，分析了当前国内农业科研院所激励机制中存在的考核评估体系不健全、物质激励不完善和精神激励不到位等方面的问题，并提出了相应的优化对策，为农业科研激励机制研究提供参考。

Abstract： In the scientific research work of agricultural research institutes， scientific research incentives play an important role. At present， domestic agricultural research institutes lack an effective incentive mechanism， which hinders the innovation and development of agricultural scientific research. Therefore， reforming the incentive mechanism of agricultural research institutes is currently an urgent and critical task. Based on the incentive needs of scientific researchers and scientific research units， this paper analyzes the current three aspects of the current domestic agricultural research institutes' incentive mechanism： imperfect assessment system， imperfect material incentives， and inadequate spiritual incentives， and puts forward various issues. The corresponding optimization countermeasures. Provide reference for the research on incentive mechanism of scientific research of relevant types of units.

農业科研院所是我国农业科研的主力军，人才队伍建设是其发展的关键因素，有效地科研激励是科研人员开拓进取的动力。目前，国内农业科研院所的激励机制还不完善，在考核评估、薪酬制度、人才培养等方面存在不同程度的问题和矛盾，从而影响了人才的稳定性和科研的积极性。科研人员是科研活动的主要承担者，如何有效对其进行激励，调动自主性，充分释放其创新活力，促使科研人员潜心研究、攻坚克难是目前需要关注的重点问题。

1 科研激励的必要性

1.1 满足科研人员的激励需求 科研激励机制是为了鼓励和促进科研人员而采取的各种政策和规定的行为总和，科研人员的工作以及创新成果效率除了取决于自身能力，很大程度还取决于激励程度。因此，科研激励是一种十分重要且高效的科研管理手段，合理运用该手段能够保证科研人员工作的高效展开并获得持续性的长足发展。……
