摘 要：电子健康档案是个人健康管理、医疗诊断、临床治疗的重要依据，其规范建设是推动我国国民健康和医疗卫生发展的重要手段之一。通过阐释电子健康档案内涵，梳理国内外个人电子健康档案建设概况，揭示常态化疫情防控背景下个人电子健康档案建设的意义及存在问题，提出加强制度保障、宣传教育、技术维护、自我管理等常态化措施，为实现健康中国战略提供信息基石。

Construction of Personal Electronic Health Records under Normal Epidemic Prevention and Control： Problems and Measures

Abstract： Electronic health record is an important basis for personal health management， medical diagnosis and clinical treatment， and its standard construction is one of the important means to promote the development of national health and medical care in China. Through the interpretation of the connotation of the electronic health records and personal electronic health records construction general situation at home and abroad， it reveals the significance and existing problems of the construction of personal electronic health records in the context of normal epidemic prevention and control， propose regular measures such as strengthening institutional guarantee， in-depth publicity， technical maintenance and self-management to provide information cornerstone for the realization of a healthy China initiative.

新冠肺炎疫情（下文简称“新冠疫情”）作为百年一遇的重大公共卫生危机，其冲击远超人们的预料。复杂多变的疫情不仅是对医疗机构应急反应和医疗能力的重大考验，也是对个人电子健康档案建设的严峻挑战。2020年5月，国务院联防联控机制印发的《关于做好新冠肺炎疫情常态化防控工作的指导意见》指出，我国新冠疫情防控工作已从应急状态转为常态化。同年6月16日，国家卫健委、財政部、中医药管理局联合印发《关于做好2020年基本公共卫生服务项目工作的通知》（下文简称《通知》）[1]，要求对辖区人群加强健康管理，深化个人电子健康档案的务实应用。因此，常态化疫情防控背景下，加强个人电子健康档案建设重要且紧迫。

1 电子健康档案内涵

电子健康档案（Electronic Health Record，简称EHR）是以用户个人健康为核心，贯穿个人健康管理过程，涵盖各种健康因素的科学、规范记录[2]；是电子病历档案（Electronic Medical Record，简称 EMR）的高阶形式，作为电子病历档案实现交互操作性与支持医疗连续性而存在；……
