摘  要：高职院校通过申办中外合作办学项目，能够为深入开展国际合作交流搭建重要平台，有力推进高职教育对外开放。对目前高职院校的中外合作办学项目情况进行深入分析，找出问题，以加强高职院校中外合作办学项目党的建设工作为引领，从探索建立合理的高职院校中外合作办学项目模式、实施科学的治理结构、加强教学管理，建立成熟完善的高职院校中外合作办学项目质量保障体系、优化国际化师资、提升国际化学生管理水平、探索将高职院校中外合作办学项目办出特色从而提升社会收益等多方面入手进行预判与思考，可为高职院校申办中外合作办学项目提供参考与思路，以期为项目的有序、良性发展奠定坚实基础。

Abstract： By bidding for the sino-foreign cooperative project， higher vocational colleges can build an important platform for in-depth international cooperation and exchange. It can effectively promote the opening up of higher vocational education. Analyzing the current situation in the sino-foreign cooperative project in higher vocational colleges， we are trying to find out problems and strengthen the party building work to lead the sino-foreign cooperative project in higher vocational colleges. From exploring to establish a reasonable model of sino-foreign cooperative project， implementing scientific governance structure， strengthening the teaching management， establishing a mature and perfect quality assurance system， optimization of the internationalization of teachers， enhancing the level of international student management， exploring the sino-foreign cooperative project on the characteristics of higher vocational colleges so as to increase social benefits and other aspects of anticipation and thinking， it can provide reference and ideas for higher vocational colleges to bid for sino-foreign cooperative project in order to lay a solid foundation for the orderly and benign development of the projects.

《教育部等八部門关于加快和扩大新时代教育对外开放的意见》明确指出，要加大中外合作办学的改革力度。随着经济社会的日益稳步发展与人民生活水平的逐年提高，国民对优质教育资源的渴求也日趋浓烈，国内年收入较高的家庭为孩子选择赴海外留学的热度也在持续增加。中外合作办学项目作为出国留学的有效途径之一，因其时间成本与费用成本相对低廉的优势，发展空间巨大，前景广阔。举办中外合作办学项目作为高职教育推动国际化合作交流工作的重要举措，已经成为衡量高职院校国际化程度与对外开放水平的重要指标，是高职院校适应国际化办学新要求、输入输出优质教育资源的迫切需要。……
