摘要：随着2019年初我国县级事业单位与县级行政部门的系列机构改革的完成，作为县级管理体系中的重要组成部分，县级档案管理部门职能划分开始引起了各层领导的广泛重视。特别是在县级档案管理工作的进一步发展与变化情况下，县级档案管理工作运行的机制、体制改革面临新的机遇与挑战，同时也暴露出了一些新问题。对此，县级档案管理工作人员需要把握住发展机遇，同时对档案管理进行相应的创新和探索，有效解决出现的新问题，并进一步加强县级部门档案管理工作。故此，下面将重点围绕县级档案管理工作的水平现状与存在的问题进行分析，而后提出了相应的优化建设对策。

Abstract： With the completion of a series of institutional reforms of county-level public institutions and county-level administrative departments in China at the beginning of 2019， the functional division of county-level archives management departments has attracted extensive attention from leaders at all levels. Especially with the further development and changes of county-level archives management， the operation mechanism and system reform of county-level archives management are facing new opportunities and challenges， but also exposed some new problems. In this regard， the county-level archives management staff need to grasp the development opportunities， innovate and explore the archives management， effectively solve the new problems， and further strengthen the archives management of county-level departments. Therefore， the following will focus on the analysis of the current level and existing problems of county-level archives management， and then put forward the corresponding optimization construction countermeasures.

縣级部门档案信息中有诸多可靠性与参考性强的内容，这些内容对有关部门建设、日常管理、县级单位文化宣传方面都具有重要参考作用。同时，县级部门对档案管理进行创新优化，可以有效提高档案管理质量，让档案管理更加严谨与规范。所以，县级部门有必要从根本上加强重视档案管理工作，并基于此促进档案管理现代化建设，全力提高档案管理工作质量。

1县级档案管理现状

1.1县级档案局馆机构健全，人员数量基本满足业务要求

各级档案组织基本建立，特别是县级及以下基层档案组织，如县直各单位与各乡镇街道都有档案室，至少有一名档案管理人员;档案局与馆的权利清单、责任清单，人员身份清单已经划分清楚;通过建国后的不断完善机构运转正常，作用正常发挥[1]。……
