摘 要：科技创新在施工企业的竞争中处于非常重要的位置。随着国家中长期科技发展规划的深入落实，科技创新成为国家的重要战略支撑和国民经济的未来发展方向。通过分析企业目前在科技创新领域存在的问题，提出一系列提高施工企业科技创新能力的措施。这些措施已通过实践检验并取得较好的效果，可为建筑施工企业科技创新提供参考。

Abstract： Scientific and technological innovation plays a very important role in the competition of construction enterprises. With the in-depth implementation of the national medium and long-term scientific and technological development plan， scientific and technological innovation has become an important strategic support of the country and the future development direction of the national economy. By analyzing the existing problems of scientific and technological innovation of enterprises， to put forward a series of measures to improve the scientific and technological innovation ability of construction enterprises， these measures have passed the actual test and achieved good results， which provides a reference for the scientific and technological innovation of construction enterprises.

“十四五”时期，国家深入推进“一带一路”倡议共建、“两新一重”建设等重点发展战略，为建筑行业前沿热点问题和技术发展趋势研判、关键领域技术攻关等提供了新的发展方向和重要机遇。重大发展战略和工程建设萌发出新的技术需求，为建筑行业和其他相关行业的融合发展、建立聚集多学科创新资源平台提供了宝贵的机遇。建筑企业要想在市场竞争中处于领先地位，把握住新形势带来的广阔机遇，必须改变传统建筑模式，加大科技创新力度，在绿色建造、新型建筑工业化、智能建造、碳达峰及碳中和等重点研究领域拥有自己的核心竞争力。结合多年从事施工企业科技管理工作的实践经验，建议从以下方面提施工企业的科技创新能力。

1 加强科技体系建设

1.1 加强科技管理顶层设计

从企业实际情况和科技发展水平出发，科学确立阶段目标和发展策略，加快突破事关发展全局的关键核心技术。……
