摘  要：随着我国经济的急速发展，在积极推进我国住房改革和住房保障体系建设中存在着一些问题，也引起了社会的高度重视，因此研究如何完善优化相关制度是十分重要的。面对这样的一个关乎民生经济的社会管理问题，应当从其历史沿革入手，立足于当前的制度现状，进而提出解决现有问题的相关策略，促使住房改革和住房保障可以顺应我国社会发展趋势，为保障我国的经济发展做出相应的贡献。

Abstract： With the rapid development of China's economy， there are some problems in actively promoting China's housing reform and the construction of housing security system， which has also attracted great attention of the society. Therefore， it is very important to study how to improve and optimize relevant systems. Facing such a social management problem related to people's livelihood and economy， we should start with its historical evolution， based on the current system status， and then put forward relevant strategies to solve the existing problems， so as to promote housing reform and housing security to comply with China's social development trend and make corresponding contributions to ensuring China's economic development.

我國住房保障制度建设历经多年的探索，但依然存在着诸多问题，其中最为主要的问题是住房保障制度的功能定位模糊，缺乏顶层设计，缺乏可持续性的问题。另外，在住房改革上，存在着住房价格上涨过快、住房租赁市场不健全以及住房资源占有不公平这3个较为主要的问题。因此，在探析我国住房改革和住房保障问题时应当对这些问题着重加以解决。

1我国住房改革和住房保障历史回顾

1.1 普惠性福利模式阶段

新中国在建立初期，已开始采取高社会福利、低出租的房屋实际分摊机制，并进行了全方位的房屋保护，基本不出现对房屋的市场性调配。不过，由于公房的经营收不抵支，很难有效地继续提高市民的房屋要求。所以，虽然中国在1978年开始就进行了房屋管理制度变革以加大住房供给，但还是沿用了计划经济时期的基本社会福利思维模式，以国家兜底的基本房屋保护路径推动了房屋保障制度变革[1]。……
