摘  要：本文采用网络调查法和实地访问法了解河南省生殖妇产医院疫情防控档案部门提供信息服务的现状，分析得出档案等信息服务部门为党委决策提供咨询服务过程中出现资金不足、缺少专业人员、提供信息服务模式单一等问题，并针对这些问题提出改进建议。

Abstract： This article uses the Internet survey method and the field visit method to understand the current situation of the information services provided by the archives department of Henan Reproductive and Obstetrics Hospital for epidemic prevention and control， and analyzes that the archives and other information service departments have insufficient funds and lack of professionals in the process of providing consulting services for the party committees decision-making.， Provide single information service mode and other issues， and put forward suggestions for improvement in response to these issues.

2020年突如其來的新冠肺炎疫情，社会各界包括基层医疗卫生单位都对事件发展高度关注。应对重大突发公共卫生危机事件，突显了档案工作在知识服务、决策咨询服务上的重要性。本文以河南省生殖妇产医院为例，分析疫情防控档案在决策咨询和信息服务方面的问题，有针对性地提出改进建议。

1 档案是提供疫情防控决策咨询服务的基础

在基层医疗单位，以河南省生殖妇产医院为例，疫情防控档案资源主要包括：在疫情防控工作中所形成的文件材料（包括起草、制定和收到的文件、图表、照片、录音、录像等，包括：

（1）上级部门下发的关于疫情防控工作的重要批示、指示等文件材料。

（2）上级部门及有关领导督导检查科研院疫情防控工作的相关文件材料。

（3）院方及各科室（中心）围绕疫情防控开展工作形成的文件材料。包括：召开疫情防控工作会议的记录、纪要、决定、领导讲话等文件材料;有关疫情防控工作的规定、办法、意见、通知、应急预案等文件材料;有关疫情防控工作的请示、报告、批复、批示、函和复函等文件材料;有关疫情防控工作的计划、安排、措施、报表、汇总统计、简报、宣传资料、大事记、防控预案、监测方案等文件材料。……
