摘  要：1987年发布实施的《科学技术研究档案管理暂行规定》对于完善科研档案管理体制机制，加强科研活动宏观管理产生了积极作用，但随着我国创新驱动发展战略的快速实施和科技体制改革步伐的不断推进，已不能适应当前科研档案管理工作的发展需要。近日，国家档案局、科技部联合发布第15号令，公布《科学技术研究档案管理规定》，将对促进我国科技创新工作，提升科技创新能力具有非常重要的意义。

Abstract： In 1987， the issuance and implementation of the 'Interim Regulations on the Management of Scientific and Technological Research Archives' played a positive role in improving the management system and mechanism of scientific research archives and strengthening the macro management of scientific research activities. However， in recent years， the rapid implementation of my countrys innovation-driven development strategy and the continuous advancement of scientific and technological system reforms have not been able to meet the development needs of current scientific research archives management. Recently， the National Archives Administration and the Ministry of Science and Technology jointly issued Order No. 15 and announced the 'Science and Technology Study the Regulations on Archives Management， which will have a very important significance for promoting my country's scientific and technological innovation work and enhancing scientific and technological innovation capabilities.

2020年9月11日，國家档案局和科技部联合发布第15号令《科学技术研究档案管理规定》（第15号令），自2020年11月1日起施行。

修订后的《科学技术研究档案管理规定》全文共28条，相对于30多年前颁布的《科学技术研究档案管理暂行规定》具有很强的时代性和诸多新意。

1 更加完善了科研档案的定义

在《科学技术研究档案管理暂行规定》中第二条对科研档案的定义：“科研档案是指在科学技术研究过程中形成的，具有保存价值的文字、图表、数据、声像等各种形式载体的文件材料”。

新颁布的《科学技术研究档案管理规定》中第三条定义：“科研档案是指科研项目在立项论证、研究实施及过程管理、结题验收及绩效评价、成果管理等过程中形成的，具有保存价值的文字、图表、数据、图像、音频、视频等各种形式和载体的文件材料以及标本、样本等实物。”

相比之前的暂行规定，新颁布的管理规定完善了科研档案的定义，明确了科研档案产生的过程，贯穿科研项目的全过程。……
