【摘  要】近年来，我国对居民社区建设的重视度不断提升，社区公共服务团队也在不断壮大，在国家政策的实施以及广大社区管理中，社区管理机构发挥着十分关键的作用。随着城乡居民生活水平的不断提升，传统的管理模式与基层治理手段已经落后，难以满足社区发展与民众生活的多元化以及专业化需求，因此，在社区治理中，融入专业性社会工作已经成为大势所趋。论文结合社会工作参与乡村振兴建设战略所进行的一系列工作，探究社会工作在基层治理专业化道路上扮演的角色，指出社会工作在基层治理专业化中的功能，阐明当前社区治理中的问题，探索促进基层社区治理可持续发展的道路。

【Abstract】In recent years， the importance of community construction in China has been increasing， and the community public service team has been growing. In the implementation of national policy and community management at large， community management institutions play a very key role. With the continuous improvement of living standards of urban and rural residents， the traditional management mode and grassroots governance means have fallen behind， which is difficult to meet the diversified and specialized needs of community development and people's life. Therefore， it is an inevitable trend to integrate professional social work into community governance. Combined with a series of work carried out by the strategy of social work participating in the construction of rural revitalization， the paper explores the role of social work in the road of grassroots governance specialization， and points out the functions of social work in the specialization of grassroots governance， expounds the problems in the current community governance， and probes into the road of promoting the sustainable development of the grassroots community governance.

1 引言

社会治理所提倡的目标是建设平安中国、推进和谐社会建设、共建美好社会、共享改革成果。做好基层管理工作是强化社会治理的关键所在。社会工作的本质是服务社区基层管理、助力社区的创建与发展，将理念、技术以及广大人才提供给社会基层工作。社会工作者和社会工作组织在面向社会基层的服务中一直扮演着极为重要的角色，积极参与政府机构所实施的各项基层治理活动，运用各种方法和手段，保障基层治理的畅通化、有效化。

2 社会工作在基层治理中的角色

随着时间的推移，社会工作由慈善活动逐渐发展成为职业活动，内涵更加丰富，手段更加多样，包含的领域也更加广泛，其服务对象已经由困难人群逐步发展成为有需要的人群，在实践中几乎覆盖了不同年龄、不同职业、不同性别的所有人群[1]。……
