【摘  要】党的基层组织是确保党的政策落实贯彻的基础。它可以完善和加强基层党组织建设工作，是促进党组织基础巩固的重大措施，也是加强基层事业发展的条件之一。因此，基层党组织要坚持与时俱进、改革创新，贯彻党的决定，推动基层党组织事业稳固发展，强化阵地建设，为人民群众搭建好服务平台，为基层工作提供有力保障。

【Abstract】The grassroots organization of the Party is the foundation to ensure the implementation of the Party's policies. It can improve and strengthen the construction of grassroots Party organizations， is an important measure to promote the consolidation of the foundation of the Party organizations， and is one of the conditions to strengthen the development of grassroots undertakings. Therefore， the grassroots Party organizations should keep pace with the times， reform and innovation， carry out the decisions of the Party， promote the stable development of the cause of the grassroots Party organizations， strengthen the construction of positions， build a good service platform for the people， and provide strong guarantee for the grassroots work.

1 组织基层党员和群众，加强学习贯彻党的十九大精神

党的十九大报告，对于加强基层组织建设提出了明确的要求，“提升基层服务能力，使党的基层组织充分发挥推动发展、服务群众、凝聚人心、促进和谐的作用。扩大基层党组织的覆盖面，着力解决一些基层党组织弱化、虚化、边缘化问题”。

一方面，要积极加强党员干部的岗位培训，开展丰富多彩的党员干部培训活动，强化基层党组织的服务能力。

另一方面，要提升基层党员干部的信息化处理能力，充分利用现代互联网科学技术，提高服务能力，实现服务信息化和现代化，方便群众解决问题。强调党的基层组织是确保党的路线方针政策和决策部署落实的基础，重点是要提升基层党组织的组织力和向心力，为突出基层党组织的政治职能，努力成长为一支宣传党的政策、落实党的决定、领导基层群众进行的组织队伍。
