【摘  要】随着社会的不断发展，公共文化的建设逐渐受到社会群众的重视。公共文化建设是公共管理体系的重要组成部分，是为满足社会的共同需要而形成的文化形态，目标是社会群众参与文化、人人创造与享受文化。公共文化建设有助于推动公共管理的发展，丰富人们的精神世界，保持社会的稳定发展。因此，论文着重阐述公共文化建设的含义，分析公共管理视角下公共文化建设的途径，以期科学且高效地开展公共文化建设。

【Abstract】With the continuous development of society， the construction of public culture is gradually valued by the social masses. The construction of public culture is an important part of the public administration system. It is a cultural form formed to meet the common needs of the society. Its goal is for the social masses to participate in culture， and everyone to create and enjoy culture. The construction of public culture helps to promote the development of public administration， enrich people's spiritual world and maintain the stable development of society. Therefore， this paper mainly elaborates the meaning of the construction of public culture， analyzes the construction ways of public culture from the perspective of public administration， so as to carry out the construction of public culture scientifically and efficiently.

1 引言

公共文化在现阶段社会的发展中发挥的作用愈加重要，其不仅能够提高社会人民的精神文明水平，促进社会的和谐发展，也能够增强社会人民的体魄，提高人民的身体素质。当下，国家对公共文化体系建设的关注度逐渐提高，已阐述了相关意见，将其作为公共文化发展的侧重方针。但是，在公共文化建设的过程中，依然出现了较多的问题，需要相关部门予以解决。

2 公共文化建设的含义

公共文化是由政府主导、社会参与所形成的传播文化知识的文化机构与服务的总和，能够满足社会人民的需求，丰富社会人民的精神世界，使社会发展更为安定和谐。公共文化概念产生于资本主义民主化进程阶段，曾分为政治公共领域与文化公共领域，在现阶段的社会发展中转化为公共文化。社会主义国家的文化事业建设是不以营利为目的的活动，具有公益性质，其内涵是保障公民的文化需求。……
