【摘  要】以政府为核心的公共部门，不仅可以为大众提供优质公共产品和公共服务，还对社会稳定和经济进步起到至关重要的作用。为了更好地推动国内经济社会的积极发展，必须使公共部门人员的自身价值得到最大程度的发挥。这就需要做好公共部门的人员资源管理，提高他们工作效率和服务质量。为了更好地促进国内社会公共部门人力资源管理发展，论文分析了公共部门人力资源管理中存在的问题，对如何改善提高公共部门人力资源管理提出相应解决方案。

【Abstract】The public sector with the government as the core can not only provide high-quality public products and services for the public， but also play an important role in social stability and economic progress. In order to better promote the positive development of domestic economy and society， it is necessary to maximize the value of public sector personnel. This requires the public sector to do a good job of personnel resources management， improve their work efficiency and service quality. In order to better promote the development of human resources management in the public sector， this paper analyzes the problems existing in human resources management in the public sector， and puts forward corresponding solutions to improve the human resources management in the public sector.

1 引言

现代企业将“以人为本”作为企业管理发展的基本点，将人力资源管理看作是与企业的市场、财务和生产管理同等重要的职能，企业为了实现公司效益最大化，将人力资源的发展看作重中之重，为优化工作人员的工作效率作出了很大努力，提高了人力资源管理部门在公司发展中的地位，使其拥有了一定的公司决策权。相比之下，国家公共部门对于人力资源管理这一方面并不是很注重，没有充分发挥出人力资源的潜在作用，无法实现工作效率最大化，造成人力资源的浪费，减缓了社会和经济的发展速度。

2 公共部门人力资源管理的作用

要想将社会管理职务做到尽善尽美，就要充分发挥人力资源的作用。政府要想進一步提高在人民群众心中的执政地位，就要做好“执政为民”和“以人为本”，从人民群众的根本利益出发，做好人民的公共服务工作。……
