【摘  要】党的十九届五中全会把“坚持党的全面领导”作为“十四五”时期我国经济社会发展必须遵循的首要原则。国有企业如何在生产经营中坚持党的全面领导，把党政工作与企业发展改革深度融合，化解风险挑战推动改革发展，是国有企业需要认真对待并积极研究解决的一个现实课题。

【Abstract】The Fifth Plenary Session of the 19th CPC Central Committee regards "upholding the overall leadership of the Party" as the first principle that China's economic and social development must follow during "the 14th Five-Year Plan" period. How state-owned enterprises adhere to the Party's overall leadership in production and operation， deeply integrate Party and government work with enterprise development and reform， and resolve risks and challenges to promote reform and development is a realistic issue that state-owned enterprises need to take seriously and actively study and solve.

1 国企开展党政工作的重要性

习近平总书记指出“国有企业是中国特色社会主义的重要物质基础和政治基础，是我们党执政兴国的重要支柱和依靠力量”。由此可见，国有企业具有鲜明的政治与经济双重属性，在国企开展党建工作具有重大的现实意义和历史意义。首先，开展党建工作能够从根本上保证国有企业改革发展的社会主义方向。国有企业的根本性质姓“党”，国有企业的成长发展与党和国家事业的兴衰荣辱息息相关，大庆、载人航天等企业精神，都是我们党光荣传统的传承延续。实践证明，国企无论是抓创新改革，还是促进生产经营，都离不开党的正确领导，都必须坚定不移走中国特色社会主义道路。其次，开展党建工作能够促进国有企业做大做优做强。国有企业是国家综合实力、保障人民福祉的重要力量，在国民经济中是重要战略支撑，巩固和发展国有企业资本经济始终是我们党的重要发展战略，提高企业社会经济效益，提升核心竞争力，实现国有资产保值增值，始终是我们党工作的出发点和落脚点。……
