【摘  要】作为资金密集型企业的房地产企业的开发项目具有周期较长、占用资金量大等特征，而全面预算是能将所有关键问题融为一体的管理方法之一，有助于房地产企业通过全面预算管理的实施提高整体管理水平。因此，A房地产开发公司要根据自身实际情况明确全面预算管理的问题，积极研究解决对策，体现出经营管理的科学性和先进性。

【Abstract】As capital-intensive enterprises， the development projects of real estate enterprises are characterized by a long cycle and a large amount of capital occupied， etc.， while comprehensive budget is one of the management methods that can integrate all key problems into one， which is conducive to the improvement of the overall management level of real estate enterprises through the implementation of comprehensive budget management. Therefore， A Real Estate Development Company should make clear the problems of comprehensive budget management according to its actual situation， actively study the countermeasures， and reflect the scientific and advanced nature of operation and management.

1 引言

在经济事业高速发展的过程中，经济一体化发展步伐越来越快，对很多企业都提出了和国际接轨、走向世界的挑战。目前房地产行业已经处于发展的拐点，各企业之间不仅面临着传统发展中的资源竞争，还面临着内部综合管理能力的较量，推行全面预算管理则能把其各方面经营和管理连成整体，据此实现有效的内部管理，对确保企业战略落实、内部控制完善以及资源整合优化均有重要意义，能促使房地产企业适应时代发展需要。

2 A房地产开发公司简介

A公司成立于2014年，是新开设的房地产开发公司，以房地产开发及经营业务为主，其开发房地产的资格得到国家的认可。A公司在现阶段拥有充足的资金，打下了提高经济效益的良好基础，为开创新的领域提供可靠的支持，同时提供了公司稳定快速发展的广阔平台。A公司在成立之初采取计划预算方式，主要通过传达命令的方式开展生产经营活动，后来公司持续扩大经营规模和经营范围，原有管理模式不能适应时代发展，于是开始推行计划管理。……
