摘要 “三位一体”是合作经济的创新与发展，也是新时代中国特色社会主义思想的伟大实践。“三位一体”改革诞生于温州，在这片改革热土上经历了各种蜕变，新时代的温州应以打造“三位一体”改革标桿城市为目标，统筹推进“三位一体”农民合作体系建设，以功能升级、平台升级、产业升级、文化升级、产教融合升级为突破口，形成大平台、大合作、大服务、大产业的全面发展格局。

Abstract “Trinity” is the innovation and development of cooperative economy and the great practice of socialism with Chinese characteristics in the new era. The “Trinity” reform was born in Wenzhou， the reform homeland in which has undergone various changes. Wenzhou in the new era should aim at building a “Trinity” reform benchmark city， promote the construction of the “Trinity” farmer cooperation system as a whole， and take the function upgrading， platform upgrading， industry upgrading， culture upgrading， industry education integration upgrading as the breakthrough， to form a comprehensive development pattern of large platform， cooperation， service and industry.

温州于2005年成立首个农村合作组织，之后10多年积极实践生产、供销、信用综合合作。深化“三位一体”改革是贯彻落实习总书记关于“三农”工作重要论述、做到“两个维护”的实际行动[1]，在当前全面实施乡村振兴战略的背景下，“三位一体”改革更是对农业农村发展起着关键作用。

1 “三位一体”改革的温州实践

1.1 率先开展“三位一体”探索实践

随着农业市场化程度的不断提高，以“弱而散”为特征的农民专业合作社改革势在必行。2005年，温州下辖瑞安市进行改革，先后成立了农村合作协会、综合农协，温州就此走上了“三位一体”农民合作体系的建设之路，并持续以“政府为主导、合作为纽带”，进行各项改革试验，2007年后，温州6个县（市、区）先后列入浙江省试点。温州是“三位一体”改革先行探索地区，在实践过程中逐步将“三位一体”农民合作组织建设提升到“三位一体”体系建设的层面，取得了较为明显的成效。……
