摘  要：2020年，我国实现了全面建成小康社会的宏伟目标，脱贫攻坚圆满收官。巩固脱贫攻坚成果，推进全面脱贫与乡村振兴有效衔接，是脱贫攻坚与乡村振兴交会和过渡时期的一项重大战略任务。在脱贫攻坚收官之际和实施乡村振兴战略的关键时期，探索脱贫攻坚与乡村振兴如何实现有效衔接具有战略紧迫性和历史必然性。该文对河北省的脱贫攻坚与乡村振兴推进及衔接情况进行研究，并在此基础上提出有效接续衔接的路径和措施。

Abstract： In 2020， China has achieved the grand goal of building a well-off society in an all-round way， and poverty alleviation has come to a successful conclusion. Consolidating the achievements of poverty alleviation and promoting the effective connection between comprehensive poverty alleviation and rural revitalization is a major strategic task in the intersection and transition period of the two sides. It has strategic urgency and historical inevitability to explore how to realize the effective connection between poverty alleviation and rural revitalization at the end of poverty alleviation and the key period of implementing the rural revitalization strategy. This paper studies the promotion and connection of poverty alleviation and rural revitalization in Hebei Province， and on the basis puts forward the effective connection path and policy measures.

1 党的十八大以来脱贫攻坚取得的成就

2020年，河北全面完成脱贫攻坚任务，232.2万建档立卡贫困人口全部稳定脱贫，62个贫困县全部摘帽，7 746个贫困村全部出列，历史上首次消除绝对贫困和区域性整体贫困[1]。

贫困地区基础設施和公共服务持续改善，贫困群众生产生活条件发生显著变化。2017年底，河北省出台了《推进深度贫困地区农村基础设施和基本公共服务提升工程行动计划》，加快推进深度贫困地区水、路、电、信、房、灶、厕等基础设施建设，加强教育、卫生、文化等基本公共服务和村容村貌改造提升。

在道路和通讯改善方面，累计投资23.5亿元，实施基础设施和基本公共服务项目2 786个，其中新建改建农村道路13 001 km，光纤宽带和4G信号实现全覆盖，贫困村面貌大为改观。在教育方面，瞄准薄弱环节和关键领域，加大投入力度[1]。

加强对校舍的改扩建以及新建，完善乡村教师引进政策，加大乡村教师生活补助力度，实施老校长下乡计划，使贫困农村教育短板不断得到补齐。……
