摘  要：社会发展日新月异，政区规划也不断调整，通过政区图形可以直观地看到这一变化。其中，地图是记录与展示一个区域在特定时期地理区位划分、地理信息的载体，历代政区沿革地图在空间分析上承载了较多的时间尺度，历代政区沿革地图的编制中存在众多的技术要点，要想编制完整的政区沿革地图，需要研究和累积经验。在研究历史地图的过程中，研究人员可以发掘历史变化的规律，体会社会变迁的原因，得到更加正确的决策方案。该文从历代政区沿革地图的编制出发，根据地图编制方案的确定、地图编制的方法，以岳阳市为例，利用岳阳市第二次地名普查成果，探究编制一套完整的历代政区沿革地图的过程，并从中分析地图的演变。帮助研究人员了解岳阳市历代政区沿革地图的同时，为相关工作提供经验。

Abstract： Administrative divisions evolve with the rapid social development and with the aid of administrative maps， people could explicitly trace and present the such evolvements. Maps serve as vehicles for recording and displaying administrative divisions and geological information of certain regions in certain periods. In terms of spatial analysis， evolution maps of historical administrative regions cover a wider time scale. There are a lot of technical know-how in terms of the designing of such maps. The formation of a series of intact evolution maps calls for in-depth research and experience accumulation. In the process of researching historical maps， we could trace the laws of historical changes， find reasons of social evolvements， thus obtaining proper decision scheme. Taking the example of the city of Yueyang and exploring the achievements of second toponymic census of Yueyang， this paper， based on the scheme designing and methods choice of making evolution maps of historical administrative regions， probed into the process of designing a series of intact evolution maps and the evolution of maps. Therefore， this paper could not only help people understand the evolution maps of historical administrative regions of Yueyang， but also provide beneficial experience for related work in this area.
