摘 要：食品药品安全关系到人们的健康，关系到社会的发展全局，也体现着国家的意志和能力。近年来，我国食品药品安全事故不断发生，假冒伪劣药品屡禁不止，表明食品药品安全监管需要加强市场的调控力度，采取有效的措施进行完善。为此，本文立足宏观视角，分析农村食品药品监督管理困境，并提出完善监管机制的相关措施，以供参考。

Predicament and Outlet of Rural Food and Drug Supervision and Management from the Perspective of National Capacity

Abstract： Food and drug safety is related to the health of the people and the overall development of society. It also shows the will and ability of the country. In recent years， China's food and drug safety accidents continue to occur， and the repeated prohibition of fake and shoddy drugs shows that food and drug safety supervision needs to strengthen market regulation and take effective measures to improve. Therefore， based on the macro perspective， this paper analyzes the dilemma of rural food and drug supervision and management， and puts forward a perfect relevant measures to improve the supervision mechanism for reference.

近年来，我国食品药品领域频繁发生安全事件，引发国家和政府部门的高度关注。作为信息高度不对称的行业，食品药品安全的监督和管理存在一定难度。特别是部分经济落后的农村地区，存在用药不规范、药品流通问题等，增加了药品行业的风险，为人们的身体健康带来极大的负面影响。为进一步体现国家意志，提升国家监管调控能力，需要积极探索农村食品药品监督管理出路，为农村地区食品药品行业的规范化发展提供保障。

1 国家能力视角下农村食品药品监督管理的价值所在

在我国国力不断增强的背景下，国家能力逐渐成为社会学和管理学领域热议的话题。从社会学角度而言，国家能力就是国家制定和实施政策和执法的能力，与国家权力、经济发展状态、国家意志有着密切的关联。而管理学相关理论表示国家能力是国家和社会组织争夺资源和支配资源的能力。虽然不同学者对国家能力存在差异化认知，但是国家能力始终离不开中央政府和地方政府的能力，而能力的实施则是确保食品和药品安全的关键手段，食品和药品的监督管理一直以来都是国家意志的体现。……
