摘 要：随着分工的社会化和精细化，以及国家“双减”政策深入实施，学校师生集中用餐“外包”模式日益兴起，“外包”模式下行业的责任、链条以及监管发生了重大变化，同时给食品安全监管带来新的挑战。新的模式下，要求监管主动适应行业发展新变化，积极探索监管新方法，推动学校食品安全监管新升级，避免学校发生群体性食源性疾病等食品安全事件，以有力监管让学校师生吃上“放心餐”。对此，笔者分析了影响泉州市学校集中用餐新模式下食品安全的因素，并以此提出解决对策，保证学校师生的饮食安全。

Food Safety Supervision and Exploration under the New Mode of Group Meal “Outsourcing” in Schools.

——Study on the schools group meal supervision in Quanzhou City

Abstract： With the refined division of labor and socialization as well as the “double reduction” policy，the “outsourcing”model of school group meal is increasing gradually， the industry’s responsibility， chain and supervision has undergone major changes， while bringing new challenges to food safety supervision. Under the new model， regulators are required to actively adapt to new changes in the development of the industry， actively explore new regulatory methods， promote the new upgrading of school food safety regulation， avoid the occurrence of mass food safety incidents in schools， and effective supervison to ensure the  teachers and students in school can have the safety food. For this， the author found the impact factors of Quanzhou City School group meals food safety after investiation ，and proposed solution to ensure the safety of the School group meals.

學校食堂及集体用餐存在加工制作量大、就餐人数多、就餐时间集中、就餐人群敏感等特点，一旦供餐食品的安全出现问题，可能出现食品安全事件，将造成严重的社会影响。当前，学校师生用餐由学校食堂供餐和配送单位供餐两种方式，近年来，学校师生集中用餐“外包”模式成为学校集中用餐的新方式，其供餐的食品是否安全，关系到学校师生的身心健康，外包新模式下学校集中用餐食品安全备受社会广泛关注。

1 泉州市学校集中用餐“外包”新模式下食品安全现状

1.1 泉州市学校集中用餐“外包”新模式发展情况。

泉州市目前共有2 629所学校、约82.02万名师生在校集中用餐，学校食堂直接供餐的学校2 376所，占90.37%，采取集体用餐配送单位供餐的学校

253所，占9.63%;泉州市现有集体用餐配送单位48家，其中为学校师生供餐的配送单位39家，每日的供餐数量达到14.32万份，占在校用餐数量的17.46%。……
