摘要大力发展非学历教育是开放大学的历史使命，也是基层开放大学转型升级的必然要求。基层开放大学发展非学历教育，有经验、资源、技术和体系优势，但也面临经费短缺、师资不足等问题。基层开放大学必须充分借助现代信息技术，实现优质资源的跨界整合，利用“线上线下”相结合的混合式教育模式，大力发展非学历教育。

Difficulties and Countermeasures of Developing Non-academic Education in Grassroots Open Universities

——Take Dongguan Open University as an example

AbstractIt is not only the historical mission of open universities to vigorously develop non academic education， but also the inevitable requirement of the transformation and upgrading of grass-roots open universities. The development of non academic education ingrass-roots open universities has the advantages of experience，resources， technology and system， but it also faces the problems of shortage of funds and teachers. Grassroots open universities must make full use of modern information technology， realize the cross-border integration of high-quality resources， and make full use of the hybrid education mode of "online and offline" to vigorously develop non academic education.

0引言

非學历教育是相对于学历教育而言的，一般情况下非学历教育是以在职成人为主要对象，对他们进行知识技能更新、专业水平提升的一种教育，和成人学历教育一样，都是继续教育的重要组成部分。在新的历史时期，随着终身学习思想和学习型社会的深入推广，非学历教育的表现形式更为丰富多样，可以是社会培训、社区活动、老年教育等各种形式的教育活动。

转型为开放大学以来，东莞开放大学立即着手布局社区教育、老年教育、技能培训、退伍军人适应性培训等非学历教育，并取得了不错的成绩。但是由于基层开放大学“场地有限、学习资源有限、师资有限、财政资源投入有限”等先天性不足，东莞开放大学在非学历教育发展方面举步维艰。如何充分利用开放大学在远程开放教育领域积累的经验、资源、技术和体系优势做大做强非学历教育，成为东莞开放大学迫切需要解决的重要难题。
