【摘  要】在财务内控管理工作之中，因为受到公司传统思想理念的限制，导致存在部分公司在内控管理方面的认知不太清晰、全面，从而在处理管理工作中发生各种问题，使得公司的长久发展受到了一定的影响。为此，论文针对企业财务内控管理制度建设中现存的难点展开分析，然后提出了相应的解决措施，希望能够促进公司财务内控管理工作的有效落实，使得公司获得长期稳定的发展。

【Abstract】In the financial internal control management， due to the limitation of the company's traditional ideas， some companies do not have a clear and comprehensive understanding of internal control management， so that various problems occur in the management work， and the long-term development of the company has been affected to a certain extent. Therefore， the paper analyzes the existing difficulties in the construction of enterprise financial internal control management system， and then puts forward the corresponding solutions， hoping to promote the effective implementation of the company's financial internal control management， so that the company can obtain long-term and stable development.

1 引言

目前，各行各业都面临着激烈的竞争形势，公司若是想要具有立足之地，就应当持续提高自身的竞争实力，为此便需要持续健全财务内控管理制度，使得公司的核心竞争力得到有效提升。但受到各方面因素的干扰，使得公司内控管理制度的构建具有较高难度，导致公司的进一步发展也因此滞缓。公司务必要深入意识到财务内控管理制度的重要作用，针对各方面问题加以处理，让其财务内控管理制度得以健全，加强公司的经营活力与生命力。

2 企业财务内控管理制度建设难点

2.1 内控意识较弱，未重视到其重要性

当前，在公司正常运作期间，部分公司领导层片面地认为财务内控管理机制的创建与实施会导致公司内部控制流程更加复杂，会给公司的正常经营管理活动的顺利进行带来一定影响，使得公司经济利润下降。因此，在进行财务内控机制创建工作时，未对其投以足够重视，未能把财务内控放于关键位置，导致财务内控机制不能充分展現出应有的效果。……
