摘 要：近期，中央政府向全国推广深圳驱动科技创新的经验，其他城市应该怎样借鉴深圳经验？本文在综合了鹏城内外学者研究深圳科技创新学术观点的基础上，分析深圳驱动科技创新相关政策的历史背景及效果，研究结果表明：深圳在城市发展的前期以企业家为中心，为企业引进和培养科技人才，支持企业与科研机构合作投入研发的科技政策的成效显著，适合大多数城市借鉴;深圳在城市发展的后期以科学家为中心，大力建设高端科研平台，有力地提升了城市的源头创新能力，并通过科技成果转化提高了科技产业的全球竞争力，这类驱动科技创新的政策由于所需要的投入较大，其他城市要结合自身条件予以借鉴。

How to Learn from Shenzhen's Experience in Driving Sci-Tech Innovation

Abstract： Recently， the central government has promoted Shenzhen’s experience in driving Sci-tech innovation to the whole country. How should other cities learn from Shenzhen’s experience？ This paper analyzes the historical background and effects of policies related to driving technological innovation in Shenzhen on the basis of the academic viewpoints of scholars inside and outside Shenzhen. The results show that Shenzhen took entrepreneurs as the center in the early stage of urban development， introduced and cultivates scientific and technological talents for enterprises， and supported enterprises to cooperate with scientific research institutions to invest in R&D， which is suitable for most cities to learn from; In the later stage of urban development; In the later stage of urban development， Shenzhen took scientists as the center， vigorously built a high-end scientific research platform， effectively improved the source innovation ability of the city， and improved the global competitiveness of the science and technology industry through the transformation of scientific and technological achievements. Due to the large investment required for such policies to drive scientific and technological innovation， other cities should learn from them in combination with their own conditions.

2021年7月21日，國家发改委发布《关于推广借鉴深圳经济特区创新举措和经验做法的通知》，推广深圳有关创新的举措和经验做法共5方面47条，其中一个方面8条经验是深圳建立了“基础研究+技术攻关+成果产业化+科技金融+人才支撑”全过程创新生态链（详见国家发展改革委网站）。这些得到中央部委肯定的深圳经验将会被全国各地学习。这些经验是深圳40多年驱动科技创新的主要沉淀，特别是党的十八大以来深圳强化驱动正向科技创新（以驱动科学家为重点）的主要经验。另外，深圳发展的早期创新资源短缺，政府将重点放在驱动逆向科技创新（以驱动企业家为重点）的相关工作上，取得的成效也很显著，这方面的经验也值得其他城市借鉴。……
