摘要：我国当前的经济状态正处于新常态，在这种经济背景下各项事业都朝着新的方向发展，而行政事业单位的财务预算管理也应该随着时代的发展作出改变，更好地适应新常态下国家行政事业管理需要，促进行政事业单位的整体发展。本文探讨了常态的含义与特征，分析了新常态下，行政事业单位财务预算管理中存在的问题，并提出了具体建议，希望为相关从业者提供一定的参考与帮助。

Problems and Countermeasures of Financial Budget Management of Administrative Institutions Under the New Normal

Abstract： China's current economic situation is in a new normal， under this economic background， all undertakings are developing in a new direction， the financial budget management of administrative institutions should also change with the development of the times， better adapt to the needs of national administration under the new normal， promote the overall development of administrative institutions. This paper discusses the meaning and characteristics of normality， this paper analyzes the problems existing in the financial budget management of administrative institutions under the new normal， and put forward specific suggestions， hope to provide some reference and help for relevant practitioners.

1 新常態的含义与特征

新常态是指社会经济不断发展，经济结构变得更加的合理化、科学化。进入新常态是我国经济发展转型的重要体现，意味着我国经济从高速增长向着高质量发展迈进。具体主要有以下几点特征。（1）消费需求多样化。模仿式消费阶段基本结束，多元化、个性化的消费需求成为新的消费增长动力。（2）劳动力成本优势降低。随着人口老龄化趋势加剧，劳动力优势不再明显，经济增长更多地依靠技术进步，创新成为经济发展的新引擎。（3）经济增速放缓，财政金融风险逐渐显露。以往经济高速增长背景下一些矛盾和风险被掩盖，随着经济增速放缓，高杠杆、泡沫化、土地财政等风险最终都会暴露。（4）政府宏观政策刺激的边际效果递减，对宏观调控的科学性要求更高。

2 新常态下行政事业单位财务预算管理中存在的问题

2.1 财务预算管理意识较为欠缺

行政事业单位主要的资金来源是财政拨款，行政事业单位支出基本由财政全额保障，收入来源和支出方向比较固定，导致部分单位对资金管理不重视，预算管理意识欠缺[1]。……
