摘要发展党员工作是党的建设的一项经常性重要工作，是党的建设新的伟大工程的一项基础工程。做好发展党员工作是做好党员教育管理工作的重要一环，保证发展党员质量对做好党员教育管理工作尤为重要。严格程序、控制节点、压实责任、培养队伍是提升发展党员质量的关键措施，也是做好党员教育管理工作的重要途径。燕山大学党委紧紧围绕保证质量开展发展党员工作，坚持目标导向与问题导向相结合，严格发展程序，聚焦发展节点，压实主体责任，健全工作指导，破解发展问题。把质量标准体现到发展党员工作的每一个环节、每一道程序，形成以细分发展程序为基础，精准控制节点为条件，压实工作责任为保障，解决共性问题为目的的螺旋式工作机制，实现发展党员质量的稳步提升。

Step by Step and Improve the Quality of Developing Party Members in a Spiral Way

AbstractThe work of developing party members is a regular and important work of the party’s construction and a basic project of the new great project of the party’s construction. To do a good job of developing party members is an important part of the education and management of Party members. To ensure the quality of developing party members is particularly important for the education and management of Party members. Strict procedures， control of nodes， compaction of responsibilities， training team are the key measures to improve the quality of the development of Party members， but also an important way to do a good job in the education and management of Party members. The Party committee of Yanshan University carries out the work of developing party members closely around the quality assurance， adheres to the combination of goal orientation and problem orientation， strictly develops the procedures， focuses on the development nodes， compacts the main responsibility， improves the work guidance， and solves the development problems. The quality standard should be reflected in every link and procedure of the work of developing party members， and a spiral working mechanism should be formed， which is based on the subdivision of development procedures， with accurate control of nodes as the condition， with compaction of work responsibility as the guarantee， andwiththepurposeofsolvingcommonproblems，soastorealizethesteadyimprovementofthequalityofdevelopingpartymembers. 2019年中共中央頒布的《中国共产党党员教育管理工作条例》中指出，党员教育管理是党的建设基础性经常性工作，要不断增强党员教育管理的针对性和有效性，努力建设政治合格、执行纪律合格、品德合格、发挥作用合格的党员队伍。[1]要建设高水平的队伍，就要在党员队伍入口关上下功夫，就要把优秀的先进分子及时吸纳到党员队伍中来，就要严格按照《中国共产党发展党员工作细则》的要求，就要把党要管党、从严治党体现到发展党员工作全过程。……
