摘要 农村社区治理现代化是基层社会治理现代化的核心内容和微观基础，是乡村振兴的社会基石和重要标志，是国家治理体系和治理能力现代化的重要特征和必然要求。浙江省农村社区治理先行探索成效显著，但也存在管理人才缺乏、公共服务有待优化、“三治融合”虚化、动力机制不足等现实困境。消解农村社区治理困境，需要秉持以人民为中心、城乡一体的治理理念;畅通多元渠道，化解人才变量问题;优化服务设施，梯次推进城乡公共服务均等化;整合创新，构建“三治融合”的治理体系，打造“人人有责、人人尽责”“共建共治共享”的农村社区治理现代化格局。

Exploration，Effect and Improvement Mechanism of Rural Community Governance in Zhejiang Province under the Strategy of Rural Revitalization—An Empirical Study of Three Villages in Jiangnan Town， Tonglu County

Abstract Modernization of rural community governance is the core content and micro-foundation of modernization of grass-roots social governance， the social cornerstone and important symbol of rural revitalization， and the important feature and inevitable requirement of modernization of national governance system and governance capacity.The first exploration of rural community governance in Zhejiang Province has achieved remarkable results， but there are also some practical difficulties， such as lack of managerial personnel， public services to be optimized， integration of the three rulings， lack of dynamic mechanism and so on.To solve the plight of rural community governance， we need to adhere to the concept of people-centered， urban-rural integration; unblocked multichannel， resolve the variable problem of talent; optimize service facilities， promote the equalization of urban and rural public services step by step; integrate innovation， build a “three-way integration” governance system， and create a “everyone is responsible， everyone is responsible” and “co-construction， co-governance and sharing” rural community.

在实施乡村振兴战略下，农村社区治理现代化既会受到原有体制路径惯性思维的影响，也会受到农村现实环境的制约，需要经历长期探索的过程。准确把握当前农村社区治理现代化转型的挑战，提升农村社区自治能力，是当前极为关键的问题。笔者以桐庐县江南镇深澳、荻浦、环溪3个特色保护古村为个案，围绕农村生态宜居环境、公共服务、乡风文明和基层协商民主等方面展开调研，分别对镇领导、村委、村民、创客等进行访谈，了解农村社区治理的物质基础和社会基础，剖析浙江省农村社区治理的优势与困境，探讨新时代如何继续保持治理优势、消解困境的策略。……
