摘  要：高校开展巡察工作，是贯彻落实全面从严治党向纵深发展、向基层延伸的迫切需要，有利于夯实基层党组织的主体责任、加强干部队伍建设、优化校园政治生态、推动自身健康发展。作者结合西北农林科技大学的巡察工作实践，对当前制约高校巡察工作效能发挥的因素和解决路径进行深入的思考和探索，力圖更好地推动高校巡察工作的高质量发展。

Abstract： Carrying out inspections in colleges and universities is to implement the urgent need to comprehensively administer the party in depth and develop in depth and extend to the grassroots level. It is conducive to consolidating the primary responsibility of grassroots party organizations， strengthening the building of cadres， optimizing the political ecology of campuses， and promoting their healthy development. Combining with the practice of patrolling work of Northwest A & F University， the author makes in-depth thinking and exploration of the current factors and solutions to restrict the effectiveness of patrol work in colleges and universities， and strives to better promote the high-quality development of patrol work in colleges and universities.

高校开展巡察工作，是新时期强化党在高校的全面领导、加强党的建设、推动全面从严治党的重要举措，可以促进党的教育方针和立德树人根本任务落实，全面了解基层党组织领导班子和领导干部的总体情况，推动形成风清气正的校园政治生态，对高等教育事业的健康稳步发展具有重要意义。

一、目前高校巡察工作的相关实践

作为一项全新的工作，高校巡察目前总体上仍处于探索起步阶段。作者通过查阅资料、电话访谈等方式，对教育部直属高校巡察工作情况进行了调研，除复旦大学、浙江大学、厦门大学等少数高校开展较早外，包括西北农林科技大学在内的绝大多数部属高校在教育部2018年5月对推进基层巡察工作提出明确要求后陆续启动，截至2019年6月，所有部属高校都已开展巡察工作，其实践模式与运行现状大同小异、非常相似。为此，作者以西北农林科技大学为例，阐明目前高校巡察工作的相关实践。……
