摘  要：“高职扩招百万”是党和政府适应经济社会形势作出的一项战略性政策安排，将对稳定就业和职业教育发展产生深远影响。高职院校作为落实扩招任务的实施主体，面临着时间紧、任务重、资源不足等诸多困难。从高职院校角度看，针对“高职扩招百万”对象实际，研究提出招生专业、培养定位、教学组织、日常管理、考核评价等“内部工作”的对策，是贯彻落实扩招任务的重要前提和工作基础。

Abstract： "Expanding millions in higher vocational education" is the party and the government to adapt to the economic and social situation to make a strategic policy arrangement， will have a far-reaching impact on the stability of employment and vocational education development. As the main body of implementing the task of expanding enrollment， higher vocational colleges are faced with many difficulties such as tight time， heavy task and insufficient resources. From the perspective of higher vocational colleges， in view of the reality of "Expanding millions in higher vocational education"， this paper studies and puts forward the countermeasures of "internal work"， such as enrollment specialty， training positioning， teaching organization， daily management， assessment and evaluation， which are the important premise and work basis for implementing the task of enrollment increase.

“高職扩招百万”是党中央、国务院根据当前经济社会形势作出的重大决策部署，也是高职教育的重大发展机遇。教育部等六部门联合印发的《高职扩招专项工作实施方案》，从扩招重点领域、生源组织、经费保障等方面做了精细部署，完成了“高职扩招百万”任务的顶层制度设计。但是，面对大规模扩招这一新鲜事物，作为扩招任务的实施主体，如何科学应对扩招带来的教育教学管理等问题，实现“质量型扩招”的预期目标，广大高职院校却缺乏足够准备。人才培养是学校实施教育教学的逻辑起点，广大高职院校应该结合扩招对象实际，从招生专业、培养定位、教学组织、日常管理、考核评价等方面综合施策，着力解决大规模扩招带来的教学资源供给紧张等诸多问题。

一、发挥办学优势，实行错位互补扩招

“高职扩招百万”既是缓解当前就业压力的有力抓手，也是解决高技能人才短缺的战略举措。……
