摘  要：军队任职教育创新型人才是实现党在新时代强军目标的重要主体，目前军队任职教育学员创新意识淡薄、专利知识匮乏、专利课程缺乏、专利师资力量薄弱等问题严重影响了学员创新科技活动的开展，束缚了创新驱动发展战略和军民融合发展战略下的军队创新型人才培养工作。通过分析专利在军队任职教育创新型人才培养中的教学价值，从专利意识、师资队伍、课程体系、激励机制和专利转化五个方面制定了创新型人才培养模式的实施方案。充分发挥专利教育的驱动作用，对培养军队创新型人才、维持院校核心竞争力、升级部队武器装备具有重要的现实意义。

Abstract： The innovative talents of military post education are the main body of realizing the goal of strengthening the Party's army in the new era. At present， the problems of weak innovative consciousness， lack of patent knowledge， lack of patent courses and weak patent teachers seriously affect the development of students' innovative scientific and technological activities， and constrain the cultivation of military innovative talents under the strategy of innovation-driven development and military-civilian integration. By analyzing the teaching value of patents in the training of innovative talents in military vocational education， the implementation scheme of innovative talents training mode is formulated from five aspects as patent awareness， teachers， curriculum system， incentive mechanism and patent transformation. It is of great practical significance to give full play to the driving role of patent education in training innovative military personnel， maintaining the core competitiveness of colleges and universities， and upgrading military weapons and equipment.

中共十九大提出：“坚持政治建军、改革强军、科技兴军、依法治军，更加注重聚焦实战，更加注重创新驱动，更加注重体系建设，更加注重集约高效，更加注重军民融合，实现党在新时代的强军目标”。充分发挥知识产权制度特别是专利制度的作用，激励创新，保护创新，这是实施创新驱动发展战略的重要内容。我国政府把知识产权战略作为国家重要战略，明确到2020年要把中国建设成为知识产权创造、运用、保护和管理水平较高的创新型国家[1]。随着军民融合发展战略向纵深发展，为国防科技成果转化提供了难得的机遇，但也为军队创新型人才的培养提出了更大的挑战[2]。……
