摘  要：近年来，随着研究生奖学金数量的不断增多，金额的不断加大，研究生奖学金越来越成为整个研究生阶段关注度最大的工作之一，成为了一个值得探讨的问题。本文针对覆盖最广也最受关注的国家奖学金、学业奖学金和优秀奖学金，对研究生奖学金进行多维度评定的办法进行探索和思考，努力探索出一条公平公正科学的奖励优秀研究生，充分发挥研究生奖学金的作用的制度。

Abstract： In recent years， with the increasing number and amount of postgraduate scholarships， postgraduate scholarships have become one of the most concerned work in the whole postgraduate stage， which has become a problem worth discussing. Aiming at the national scholarship， academic scholarship and excellent scholarship， which cover the most widely and attract the most attention， this paper explores and thinks about the way of multi-dimensional evaluation of postgraduate scholarship， and tries to explore a fair， just and scientific system for rewarding excellent postgraduate students and giving full play to the role of postgraduate scholarship.

研究生奖学金旨在奖励在德、智、体、美等方面全面发展或者在思想品德、学业成绩、科技创造、锻炼身体及社会服务等方面表现突出的研究生。2013年2月，财政部、国家发展改革委、教育部印发了《关于完善研究生教育投入机制的意见》（财教[2013]19号），明确建立研究生国家助学金制度，加大研究生助教、助研和助管岗位津贴资助力度，建立研究生国家奖学金和学业奖学金制度，完善研究生国家助学贷款政策。并从2014年秋季学期起开始对所有研究生进行学费收取。奖学金对于研究生有了更加重要的意义，同时也增加了研究生奖学金竞争的激烈性。

1  研究生奖学金现状

部分研究生奖学金覆盖面不高。研究生奖学金包括研究生国家奖学金、研究生学业奖学金、研究生优秀奖学金、研究生单项奖学金和研究生社会奖学金等。其中社会奖学金覆盖的研究生过少，且有专业的特殊要求。……
