摘要：目的：提高药师审方效率，控制医院抗生素使用，降低药品使用差错率。方法：通过SOA模型使用oracle数据库，基于Microsoft .NET Framework使用ASP.NET和Web Service技术进行开发实现。结果：实现了前置审方、处方点评、临床咨询、具有统计分析功能的合理用药系统。结论：通过该系统的应用，医生和药师之间建立起有效的沟通，提高了医嘱、处方的合格率，提高了处方点评的效率。

Abstract：Objective：To improve the efficiency of prescription review by pharmacists，control the use of antibiotics in hospitals，and reduce the error rate of drug use. Methods：oracle database was used by SOA model，and ASP.NET and Web Service technology were used based on Microsoft.NET Framework. Results：The rational drug use system with the function of pre-review prescription，prescription comment，clinical consultation and statistical analysis was realized. Conclusion：Through the application of this system，effective communication between doctors and pharmacists can be established，which improves the pass rate of doctors' orders and prescriptions and the efficiency of prescription comments.

引言：随着医疗改革的深入，规范医疗行为，控制医院抗生素使用，降低用药风险是每个医疗机构都在关注的事情。尤其是大型的三甲医院，日门诊可达8000人次，开方数量可达6500张，床位数量在4500张左右，通过人工审方来处理大量的处方和用药医嘱给药师带来了极大的挑战。为控制医院抗生素使用，减少药品在使用过程中的差错，确保病人的用药安全，提高药师在审方过程中的工作效率，通过信息化的方式，从处方和医嘱开具开始把控，通过个性化药学知识库，全面实施基于前置审方的合理用药系统是解决上述问题的有效方法。

1 總体建设要求

基于前置审方的合理用药系统建设的主要目标是规范医生的开嘱行为，解决处方和医嘱用药不合理，不规范等问题。在建设过程中应注意以下要求：

⑴确保基于审方的合理用药系统的正确性，该系统的知识库应该涵盖医院内所有药品的使用说明和配伍禁忌，结合病人开嘱的情况，帮助医生合理的开具医嘱。……
